SUMMARY OF DUTIES:
The Senior Project Business Analyst is responsible for the development and/or oversight and control of business and technical requirements for medium to large complexity capital projects and programs. Individuals in this role use technical knowledge and related experience to work with business and technical experts to identify and document requirements, processes, demands and specifications needed to complete project and program deliverables with a focus on effective use of people, tools, and technology within the context of the portfolio, considering other projects and inter-dependent work. Individuals in this role work independently with guidance and direction from the Senior Manager of Project Controls and the Portfolio Director. The role requires regular reporting of status, budgets, risks along with documentation of issues as they arise by leveraging tools, data, and information collected throughout project and program duration.
ESSENTIAL FUNCTIONS:
· Supports the program and portfolio through the governance process by defining and documenting business and technical needs, deriving requirements, specifications, and user stories
· Conduct requirements gathering, document issues, and risks that may be discovered through project planning, execution, and change management process
· Evaluates the impact of change requests on the overall project and program requirements; assists with determining the impact on the baseline plans and engineering deliverables
· Performs analysis of collected information to identify patterns and develop potential solution options in collaboration with designers, architects, engineers, project managers and sponsors
· Uses complex data and process information to compile and produce reports for various audiences
· Develops and distributes key project or program communications and other relevant information as directed by the Program Manager or Project Controls team
· Documents business processes by using process mapping tools, identifies process gaps, and organizational misalignments
· Coordinates with internal and external stakeholders to support the development of the annual and five-year program plans.
· Supports Portfolio staff by consolidating material demand planning and communicating material needs to Procurement.
· Manages document controls and supports the programs by using technology tools such as SharePoint, Power BI, financial systems, and project logs
· Adheres to Amtrak Enterprise Project Management methodology and Amtrak Engineering PMO procedures
MINIMUM QUALIFICATIONS:
· Bachelor’s degree in engineering or business administration required or equivalent combination of training, education and relevant experience may be considered in lieu of a degree.
· Superb communication and stakeholder management skills with focus on collaboration, team building, and customer service.
· Effectiveness working diplomatically across teams with varying objectives.
· Demonstrated experience in using PC-based word processing, spreadsheet, database, and presentation software (e.g. Microsoft Word, Excel, Access, PowerPoint, SharePoint, and Power BI) sufficient to prepare effective business analyses and presentations.
· Qualified, or ability to qualify, in Roadway Worker Protection
· Must have strong quantitative skills and experience taking raw data and drawing actionable insights from it
PREFERRED QUALIFICATIONS:
· 3+ years relevant experience
· Six Sigma yellow belt
· PMP certification
· Demonstrated experience with project controls software such as Primavera P6, InEight Estimating (Hard Dollar)
· Experience with or working knowledge of Project or Construction Management, railroad track, structures, facilities, signals, and electric traction systems

· Office building environment.
· Work in cubicle setting; stand, sit, bend, twist, use file drawers.
· Sit at computer to complete assignments, projects, and majority of tasks.
· Ability to work under pressure.
· Ability to adapt to changing work priorities.
· Occasional travel as needed.
COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
The salary/hourly range is $78,600-$101,844, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
