SUMMARY OF DUTIES:

The Sr. Manager Project Controls – Risk is a key leadership role responsible for driving effective management control and reporting for complex projects or programs. This position focuses on enhancing enterprise tools, systems, and work processes to accurately measure cost, schedule, and progress. Serving as a Master Scheduler and/or Master Risk Manager, the Sr. Manager leads the development of project dashboards, cost and resource performance reports, change logs, and risk registers. 

 

This role requires close collaboration with Executive Sponsors and Senior PMO Leaders to ensure alignment on high-complexity projects or moderate-complexity programs. Reporting to a senior project leader, the senior manager works under minimal supervision, leading a team of direct and matrixed control practitioners at the project or program level. This position is integral in managing risks and ensuring the successful execution of the project portfolio. 

 


ESSENTIAL FUNCTIONS:

  • Develop and implement a comprehensive risk management strategy in collaboration with the Project/Program team and leadership. 

  • Lead the team by managing risks, issues, and opportunities. 

  • Maintain the master Project/Program risk register, ensuring it is up-to-date and accurate. 

  • Track and report on potential changes, providing visibility of cost and schedule impacts to the executive sponsor. 

  • Integrate cost, schedule, and vendor data to enable comprehensive risk, schedule, and budget performance reporting. 

  • Create and maintain reporting mechanisms, dashboards, and presentations to communicate project performance indicators. 

  • Evaluate identified project risks, providing the project team with relevant risk mitigation and contingency planning data. 

  • Develop and maintain risk control tools and workflows for the Project/Program. 

  • Collaborate with business partners to assess project readiness for governance stage gates. 

  • Support Executive status reviews, Governance meetings, and Change Control Boards. 

  • Manage control data via approved systems such as EPPM and SharePoint. 

  • Ensure adherence to Amtrak’s Enterprise Project Management methodology. 

  • Perform change management duties as required. 

 


MINIMUM QUALIFICATIONS:

  • Bachelor's degree in Engineering, Architecture, Construction or Project Management, Business Administration, Transportation, or a related field. 

  • An equivalent combination of education and experience may be considered. 

  • Strong project management skills  

  • Strong focus on collaboration, team building, and customer service  

  • Effectiveness working diplomatically across teams with varying objectives.  

  • Strong oral and written communication skills across all levels  

  • Ability to organize and present project portfolio reports, proposals, and other related portfolio information  

  • Super-user of SharePoint, MSPS, Power BI/Access, and Primavera/oracle PPM tools  

  • Mastery of project control tools and work processes. 

  • PMP Certification in good standing 

 


MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge: 

  • Risk Management – Expertise in risk, issue, and opportunity management, including maintaining risk registers. 

  • Project Controls – Strong understanding of cost, schedule, and performance measurement for large projects. 

  • Data Integration – Knowledge of integrating cost, schedule, and vendor data for performance reporting. 

  • Reporting Tools – Familiarity with dashboards, EPPM, SharePoint, and other reporting tools. 

  • Change Management – Understanding change control processes and governance within large projects. 

  • Amtrak EPM Methodology – Knowledge of Amtrak's project management standards. 

 

Skills: 

  • Risk Control Development – Ability to create and maintain tools for effective risk management. 

  • Data Analysis & Reporting – Proficiency in integrating data to generate clear, actionable reports. 

  • Executive Communication – Strong skills in creating dashboards and presenting to senior leadership. 

  • Stakeholder Collaboration – Effective in working with business partners and stakeholders for governance readiness. 

  • Leadership – Skilled in guiding teams through risk assessment and mitigation. 

  • Project System Management – Proficient in managing project control data using EPPM and SharePoint. 

 

Abilities: 

  • Strategic Risk Management – Capable of developing and executing risk strategies aligned with project goals. 

  • Decision-Making – Strong ability to assess risks and support informed decision-making. 

  • Adaptability – Able to manage tools and processes in complex projects.

  • Leadership – Operates independently, leading control teams with minimal supervision. 

 

 

PREFERRED QUALIFICATIONS:

  • Graduate Degree  

  • Seven to nine years of related experience. 

  • Knowledge of contracts and contract administration including its assessment and implementation at each project phase.   

  • PMI-SP, PMI-RMP, CCP or PSP certification  

  • Six Sigma Black Belt 

 

 

WORK ENVRIORNMENT:

  • Office building environment.  3 days in the office, 2 days remote.

  • Work in a cubicle setting; stand, sit, bend, twist, and use file drawers. 

  • Sit at the computer to complete assignments, projects, and most tasks. 

  • Ability to work under pressure. 

  • Occasional travel as needed.

Must have excellent oral and written communication skills.

 

 

The salary/hourly range is $135,800-$176,040. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
