SUMMARY OF DUTIES:
This position will be responsible for design and design management of complex transportation projects, with an emphasis on structural design of projects involving new and existing railroad underground structures (e.g. tunnels, shafts, other below-grade facilities) and overbuilds, however, other aspects of infrastructure and structures may be involved due adjacent bridges, stations, buildings, and facilities. Experience in design and construction of reinforced concrete, steelwork, tunnel linings, below-grade facility structural framing, and other underground structures is required. 

 

Candidate should understand, or quickly develop an understanding, of Railroad Operations and Fire & Life Safety related criteria as they relate to the design of underground structures, overbuild structures, and other enclosed stations and facilities.  Familiarity with general railroad construction, maintenance, and operations is preferred.  Familiarity with different project delivery strategies relative to contracting methods (e.g. Design-Bid-Build, Design-Build, CMAR) is desirable and experience with contract packaging is necessary.  

 

The projects will vary in size and complexity and will require experience managing the design efforts of interdisciplinary project teams, which include, but are not limited to: track, electrification, communication and signals, structures, and stations and passenger facilities. 

 

ESSENTIAL FUNCTIONS:
• Lead and provide technical review of engineering design for Amtrak capital projects that include new initiatives, resiliency improvement, and state of good repair, as a point of contact during design phase and construction phase
• Ensure project compliance with Amtrak standards and guidelines and all applicable federal/state/regional regulatory agency requirements. Ensure alignment with project requirements and limitations
• During project design stage, identify and understand risk, recommend mitigation strategies, and manage risk to deliver the project on time and within budget.
• Manage external engineering resources for the completion of detailed design and construction documents
• Review both in-house and third party designs relative to technical and structural adequacy to validate projects proposed to be constructed on, over, in, or adjacent to Amtrak property to ensure compliance with Amtrak and industry standards. 
• Assist the Project Delivery Group in technical aspects of construction projects, including site inspection, RFI and submittal review.
• Provide technical input to facilitate procurement through procurement process
• Internal stakeholder coordination, including project delivery, project control services, inspection and maintenance, planning and operations.
• Lead technical efforts for agreements with third party stakeholders for implementation/construction of Amtrak projects that have external impacts (real estate easements, development agreements, site access agreements, design review agreements, etc.)
• Develop and perform technical presentation to all management and executive levels of stakeholders (both internal and external) as required to support relevant Amtrak project and programs.  Must be able to determine appropriate level of detail for all technical levels of audiences, including state and federal offices, contractors and consultants, general public, etc.
• Review projects for Safety and Security Concerns, coordinate as appropriate with inhouse stakeholders; develop and/or review vibration monitoring plans and instrumentation designs for existing Amtrak infrastructure and neighboring buildings.
• Provide technical expertise to other departments and make critical engineering decisions for Amtrak stakeholders. 
• During site visits, identify hazards or potential projects that are beyond the scope and ability of maintenance and production personnel.
• Occasionally work nights or weekends in support of projects
• Must have excellent oral and written communication skills

 

MINIMUM QUALIFICATIONS:
• Bachelor of Science Degree in Civil Engineering or related discipline, with an emphasis on Structural Engineering or the equivalent combination of education and experience 
• Understanding of structural design codes and standards
• Familiar with structural engineering software such as SAP2000, STAAD
• Demonstrated experience working in a matrix organization

 

MIMINUM KSA (Knowledge, Skills, and Abilities):
• Excellent verbal and written communication, organizational, collaborative and relationship building skills with demonstrated experience both within and outside an organization.
• Must be able to initiate work from a bare problem statement and perform / manage all investigation, design, and contract packaging to drive toward an efficient result with minimal impact to railroad operations.
• Must be self-motivated and able to work autonomously to identify, troubleshoot and develop solutions for project-specific challenges.
• Experience in design, construction, and project management for transportation facilities.
• Experience in management and leadership of multi-discipline design projects using outside architecture and engineering consulting firms.
• Understanding of building codes, design specifications, and recommended practices 


PREFERRED QUALIFICATIONS:

• Licensed Professional Engineer
• 5 – 8 years of experience in design and construction for underground structural practice
• 8+ years of experience in underground structural practice
• Master’s Degree in Structural Engineering
• Project/Construction management experience of underground projects
• Prior experience in bidding and contracting for underground projects
• Knowledge, understanding and experience with railroad operations, design and construction processes, and infrastructure requirements
• Prior work experience as an Owner’s Representative performing all phases of development including planning, scoping, budgeting, estimating, constructing, and project close-out in a fast-paced environment with projects ranging in size and complexity.
• Prior work experience writing RFP’s, bidding, and contracting with (or as an employee of) architecture and engineering consulting firms.
• Understanding of both passenger and freight railroad operating environments


WORK ENVIRONMENT:
• Travel up to 25% in Northeast (Washington, DC to Boston, MA, and adjacent lines)
• Valid driver’s license required

The salary/hourly range is $103,700-$134.460. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary.
