SUMMARY OF DUTIES:
The Manager/Sr. Manager Work Planning (Schedule Management & Control) will serve as the Master Scheduler for the NEC Working Planning organization and develop and maintain an integrated master schedule for construction projects on the Northeast Corridor. The position will work collaboratively with Project Controls staff within the central organization and project teams in creating tools, systems, and work processes to maintain effective, integrated schedule monitoring and control, measure progress, and create associated reports. The position will lead and supervise staff performing program schedule control activities for three NEC regions (New England, New York, and Mid-Atlantic). The position may also assist in drafting and/or updating of department policies or procedures and support continuous improvement efforts.
ESSENTIAL FUNCTIONS:
- Serve as the Master Scheduler for the NEC Working Planning organization.
- Develop and maintain an Integrated Master Schedule (IMS) for construction projects on the Northeast Corridor that includes inputs from Capital Delivery, other Amtrak departments, and NEC states & commuter rail operators.
- Work collaboratively with Project Controls staff in the department’s central organization and those supporting project teams in creating tools, systems, and work processes to maintain effective, integrated program schedule monitoring and control, measure program progress and risk, and create associated reports.
- Ensure compliance with Amtrak’s project controls standards, practices, policies, and procedures; industry best practices; and other requirements while performing schedule management and control functions.
- Assist in drafting and/or updating Amtrak’s project controls standards, practices, policies, and procedures and support continuous improvement efforts.
- Lead and supervise staff performing program schedule control activities for three NEC regions (New England, New York, and Mid-Atlantic).
- Develop and implement program performance indicators (KPIs) and support management decision-making by preparing reports, charts, tables, dashboards, or other artifacts.
MINIMUM QUALIFICATIONS:
Advanced knowledge of:
- Planning and scheduling tools, methods, techniques, standards, and best practices for construction or engineering projects.
- Schedule forecasting and analysis techniques such as Monte Carlo schedule risk simulations and time-impact analyses.
- Principles and practices of construction project management through all phases of the construction project lifecycle.
- Linear scheduling tools and methods.
- Project and portfolio risk management principles, practices, standards, and methods.
- Microsoft Office Suite.
Skills and abilities to:
- Lead, motivate, supervise, train, and evaluate staff.
- Develop integrating schedules for large projects, programs or portfolios using Primavera P6
- Preparing written technical reports, presentations, and analyses; clearly communicate complex information orally and in writing across all levels of management.
- Develop, organize, and present program performance metrics; analyze performance; and create dashboards and progress reports.
- Research, analyze, evaluate performance gaps, and implement new business processes, tools, methods, and techniques to improve performance or output.
- Work diplomatically and effectively across teams with varying objectives.
- Provide strong focus on collaboration, team building, and customer service.
PREFERRED QUALIFICATIONS:
- Bachelor's Degree in Construction Management, Engineering, Science, or related fields. Equivalent combination of training, education, and relevant experience may be considered in lieu of a degree.
- 9 -11+ years of experience in project management, project scheduling, project controls, and/or transportation planning with an emphasis on management and oversight of complex, construction projects and programs.
- PMP or PMI-SP in good standing.
- Advanced knowledge of:
- Amtrak’s operations, mission, goals, and business lines.
- Theories, principles, and practices of passenger railroad systems design, construction, operations, and maintenance.
- Railroad basic infrastructure and components, including track, structures, communications, signals, and electric traction systems.
- Experience with and understanding of key stakeholders:
- U.S. Department of Transportation / Federal Railroad Administration
- NEC Commission organization and membership
- Relevant Congressional Committees and their membership
- State and local governments
- Commuter railroads
- Freight railroads
WORK ENVIRONMENT:
- Willingness to travel approximately 20% based on business requirements

Must have excellent oral and written communication skills.
The salary/hourly range is $124,660 - $161,560. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
