SUMMARY OF DUTIES:
The Intercity Trainset Test Manager provides technical assistance to the Amtrak Intercity Trainset program as required, focusing on testing requirements outlined by the technical specification as well as the Code of Federal Regulations. The Test Manager will participate in design reviews, first article inspections and oversee overall testing requirements of the trainsets for suitability and compliance with industry requirements and technical specifications. The Test Manager leads the development and execution of the overall testing plan to ensure the equipment meets all applicable laws and regulations to safely operate our new equipment on the railroad. Testing shall include system and component level tests, vehicle level tests, and trainset tests. This role will also include oversight of final inspection/commissioning as the new trainsets are delivered.
ESSENTIAL FUNCTIONS:
- Develop a strategy to ensure that all applicable testing requirements are met.
- Perform static and dynamic tests on the new equipment at both the carbuilder’s facility as well as at the testing facility in Pueblo, CO and the Northeast Corridor.
- Develop and review comprehensive testing report packages for submittal to external agencies such as the FRA.
- Monitor and oversee system type testing and first article inspections, including coordination of resources and deliverables before and after each event.
- Participates in the design review process to ensure carbuilder’s proposed designs adequately address the technical specification and industry standards for passenger rail equipment systems to ensure reliable, safe and functional operations.
- Leveraging engineering principles, providing engineering solutions that further develop the overall design of the Intercity Trainsets
- Provides design improvements related to equipment design concerns.
- Participates in field tests, safety inspections, and warranty programs for the Intercity Trainset program.
- Participates in FRA, IEEE, and APTA matters as required.
- Systematically researches problems, analyzes failures for root causes and designs solutions while distinguishing between routine troubleshooting and genuine systemic problems.
- Works together with CNOC to schedule and perform testing throughout the Amtrak network.
- Reviews and improves (where possible) operator and maintenance manuals and instructions.
- Reviews and approves test procedures and technical manuals; assist as needed with equipment tests
MINIMUM QUALIFICATIONS:
- BS degree in Engineering discipline or demonstrated experience in static and dynamic testing
- Seven (7) years relevant experience
- Demonstrated experience in Amtrak or Class 1 railway rolling stock maintenance in technical roles involving inspections, commissioning new rolling stock, troubleshooting, and turnaround servicing. The experience should include previous work with static and dynamic testing.
- Demonstrated experience in system-level and vehicle-level testing on new vehicle procurements.
- Demonstrated experience in railway (or another industry) quality control.
- Ability to read and understand electrical schematics and mechanical drawings for troubleshooting.
- Ability to independently resolve technical problems and be proficient in technical correspondence.
- Knowledge of CFR testing requirements as well as all applicable Amtrak requirements.
- Knowledgeable in areas of North American railway safety and regulatory practices including but not limited to AAR, FDA, FRA and Transport Canadian rules.
- Elementary knowledge of environmental regulations, signal rules, electric traction, NORAC rules related to train operations and physical features of the right of ways.
- Good written and oral communication skills.
- Capable of effectively working with all skill and education levels
- Project management and analysis skills.
- Strong computer skills including working knowledge of Microsoft computer software such as Outlook, Word, Excel, Power Point and Projects.
- Capable of developing, reviewing and implementing procedures, modifications, and specifications.
PREFERRED QUALIFICATIONS:
- MS degree in an engineering discipline or PE license.
- Nine (9) years of relevant experience
- Working knowledge of the CFR-238 and basic qualifications.
- Significant engineering experience with a railroad or other technical agency.
- Familiarity with UIC standards applicable to railway equipment.
- Membership in an AAR, IEEE, or ASHRAE technical society.
- Working knowledge of Amtrak systems.

- Subject to 50% travel throughout and outside the United States as required (e.g., via train, airplane, automobile).
- Subject to routine night testing depending on when the railroad can be available to perform dynamic testing.
COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
The salary/hourly range is $114,580 - $148,500. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary.
