SUMMARY OF DUTIES:
This position manages Thruway Bus Operations throughout the Pacific Northwest in direct support of the WSDOT-Amtrak and ODOT-Amtrak contracts.  Responsibilities include, but are not limited to, ensuring safe, on time performance under DOT hours of service, management of bus-train connections, revenue collection, and the provision of emergency bus management during service disruptions. The supervisor is responsible for contract compliance, and customer service performance of bus drivers to points between SEA-BEL, SEA-VAC, SEA-SPK, PDX-EUG, BND-ONT, KFS-MFR, GTP-BKO, PDX-ART, BND-EUG, BND-KFS. 


ESSENTIAL FUNCTIONS:

  • Responsible for managing daily operation of Thruway bus services throughout Washington, Oregon, and Vancouver B.C. Canada. Supervision includes provision for safe passenger handling, ticket revenue collection, audits, bus orders, equipment inspection and driver performance evaluation. Responsible for inventory management and extra section expenditures. Secures and manages emergency bus services during rail corridor disruptions. Writes and implements bus operations policies in conjunction with state partners. Quik-Trak deployment and monitoring.        
  • Frequently rides with customers and inspects service to ensure compliance in areas of safety, on-time operation, mechanical reliability, and customer service by employees.   Responsible, with contractor staff, for the training and qualification of drivers to Amtrak services standards. 
  • Must establish and support productive partnerships with rail corridor management, state agencies and local officials to develop, implement and communicate service improvements to drivers and Amtrak employees. Respond to customer correspondence. Maintain database for forecasting bus sections, and ADR for City Profiles. Ensure operational integrity of schedules, including holiday, in Arrow. Develop and manage the emergency busing contract program. Partner with contractors to develop and deliver an effective Amtrak driver qualification course, including eMD and emergency training. 
  • Responsible for ensuring contract service meets specifications and administers liquidated damages for failures. Maintain BPO agreements in Ariba. Manages the customer service experience provided by drivers and Amtrak employees to meet or exceed expectations. Supports Amtrak revenue and budget goals. Responsible for revenue collection. The incumbent will perform these responsibilities in a manner which leads by example and creates effective teamwork between all contract and Amtrak employees.  
  • The incumbent will work closely with Seattle & Portland District Station Managers and indirectly supervise 80-90 station employees in their service area as the onsite management representative for the district station managers. Each position supervises the performance of contract drivers. It coordinates daily bus and train connections with contract dispatchers, Amtrak operations managers and the Oakland Operations/CNOC staff.
  • The Pacific Northwest Bus Ops Supervisor will directly report to Bus Operations California and work closely with Bus Ops Supervisors in North/South CA. Must have a working familiarity with all west coast bus operations and rail corridors. They will cover for each other during days-off, vacation, training, etc.
  • The incumbent will work flexible days & hours and provide rotating after-hours coverage. They will be on-call to respond to emergency situations and have reliable transportation.
  • Travel is 25-50%. 


MINIMUM QUALIFICATIONS:

  • Bachelor’s Degree in Business Administration, or the equivalent combination of education, training, and work experience
  • 2 years (or equivalent) supervisory or management experience in Customer Services/Transportation with a detailed knowledge of rail and/or bus operations.
  • Must have strong written and verbal communication skills, plus the interpersonal skills which build strong relationships and teamwork among state agencies, contractors, and Amtrak employees.  
  • Proven ability to manage multiple projects and daily operations under pressure.  Demonstrated leadership in negotiation, conflict resolution and problem-solving skills.
  • Must model the highest levels of behavior and integrity with employees and bus contractors.  
  • Must be sensitive to diverse levels of personnel skillsets and education.
  • Have demonstrated computer skills using MS Word, Excel, PowerPoint, Outlook, and Access, plus Arrow, ADR, eTrax, Ariba, and Kronos.
  • Must have prior satisfactory job performance.

 

PREFERRED QUALIFICATIONS:

  • Prior functional experience in bus operations, stations and/or customer service.
  • Working knowledge of Amtrak’s bus route structure, policies, and procedures.


COMMUNICATIONS AND INTERPERSONAL SKILLS:

  • Must have excellent oral and written communication skills.
