SUMMARY OF DUTIES:
Amtrak’s Mgr Capital Construction (ACM) is responsible for overseeing the construction phase of capital and third-party construction projects, this role to report specifically under the portfolio of the Capital Delivery - Major Bridges Department. The Department’s projects include those executed by various delivery methods, such as Design-Bid-Build, Design Build, Progressive Design Build, Construction Manager at Risk, et al. This position is for a Design Build Project with one of Amtrak’s Partners and has direct reports, contracted general engineering services and matrixed subordinate team members.
The ACM shall represent Amtrak on site and manages Amtrak’s protocols during the construction phase of projects, and as required provides critical insight during the design phase to guide project success and ensure that Amtrak processes and procedures are followed. The general duties of this position include but are not limited to: -Ensure the construction is performed in accordance with the construction documents and/or design modifications to best meet the goals of the project(s).
-Ensure compliance with Amtrak standards, guidelines and all applicable federal/state/regional regulatory agency requirements.
-Coordinate 3rd party contractor and Amtrak construction activities, including the necessary support and functions of Force Account.
-Integrate with 3rd party Construction Management (CM), and outside stakeholders including engineering technical support and other team members, stakeholders and/or representatives.
Under the guidance of the Sr Director Portfolio Management and others, the successful candidate will function as a key team member during the execution of a challenging, signature bridge project through design and construction. This candidate shall deliver safe, on-time, cost-effective and high quality projects to Amtrak.
ESSENTIAL FUNCTIONS:
- Review contract design documents and assists with bid forms, pre-bid conferences, proposal evaluations and recommendations, and negotiations with consultants and contractors.
- Direct, manage, and coordinate construction projects and programs to ensure that critical issues are addressed and properly resolved.
- Work with a CM team to ensure that contractors execute the project in accordance with the agreed upon scope, costs, and schedule.
- Oversee the work of a CM consultant team which includes monitoring work for compliance with their schedule, budget, technical, safety, and legal requirements.
- Coordinate with internal Amtrak Subject Matter Experts to obtain direction and technical solutions to design and/or construction related issues.
- Provide regular (as required) project status reports addressing forecasted and actual project costs. • Address project schedule and any changes in project status.
- Resolve design and field construction problems.
- Host or attend progress meetings and report on contract status.
- Review contractors’ requests for change and if appropriate, prepare contract change notices with appropriate justifications.
- Negotiate change orders.
- Coordinate capital, reimbursable and agency projects and programs with other departments to ensure adequate resources are available to support, as well as obtaining track outages, and ensuring the labor forces are available as planned and scheduled.
- Assist design projects with site walk downs and track outages planning and guidance.
- Obtain or assist as needed with obtaining labor clearances, Section 106 SHPO/NEPA clearances as permitting that may be required.
- Update construction estimates and schedules and aid with preparation of same as needed.
- Be present for the commissioning of the construction, testing, startup, and transfer of operational procedures for projects and programs.
- Recommend policy/procedure improvements.
- Monitor claims and suggest ways to minimize.
- Coordinate work schedules around special events.
- Communicate, implement, promote, and enforce safety rules, policies, and procedures in support of the corporation's safety vision and goals
- Maintain accountability for the safety performance of all subordinate employees and contractors in their charge.
- Prepare force account estimates and track force account labor, material, and other resources as needed.
- Ensure force account labor and related charges are properly documented, tracked and coded as needed to ensure the any invoicing to external stakeholders is accurate.
MINIMUM QUALIFICATIONS:
- BS degree in engineering or related field, or the equivalent combination of education, training and/or experience.
- Supervisory experience in the management of construction contracts.
- Extensive practitioner experience with construction and construction management.
- Demonstrated ability to manage multiple priorities under tight constraints.
- Must have the ability to coordinate efforts with other technical disciplines and have knowledge of scheduling, budgeting, and estimating.
- Possess strategic and tactical skills required for planning and executing complex project work.
- Strong leadership required, encompassing effective communication, motivation, and team building/team performance skills.
- Strong Safety Focus.

Demonstrated experience in using PC-based word processing, spreadsheet, and presentation software (e.g. Word, Excel, PowerPoint) sufficient to prepare effective business analyses and presentations.

Must possess the ability to adapt to, work with and lead team members with a variety of different personalities and management styles.
PREFERRED QUALIFICATIONS:
- Demonstrated construction experience in a railroad environment
- Significant experience in construction management of multiple construction projects and / or programs in an active railroad environment.
WORK ENVRIORNMENT:
- Combination of Office and field environment.
- Position is subject to respond to emergencies in all weather conditions 24/7.
- Travel to project sites is required, expect to travel on company business 60% of any given month
COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
The salary/hourly range is $113,200-$146,664. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
