SUMMARY OF DUTIES:

This position is accountable for the safe and efficient movement of trains and for the oversight, leadership and daily management of subordinate supervisors and their assigned employees based in Portland, OR, Shelby, MT, Spokane, WA. This position will ensure that employees perform their responsibilities and provide service in a safe manner consistent with Amtrak’s service standards, operating rules and procedures, and special instructions.

                                                                                                                


ESSENTIAL FUNCTIONS:

  • Responsible for safe and efficient movement of trains and oversight of first-line managers, division Road Foreman and Trainmasters.
  • Responsible to ensure day to day equipment readiness meets Amtrak standards.
  • Maintain relationship with external customers (BNSF, UPRR, Sound Transit) to facilitate joint operational testing, coordination during service disruptions and other day to day operational needs.
  • Manage and monitor and lead employee record keeping, efficiency testing and compliance with all Amtrak, Federal and state operating requirements.
  • Execute and manage the area’s safety plan in compliance with federal, state, and local rules and regulations to ensure goals are met.
  • Manage the departmental budget and develop cost-effective operating crew couplets to maximize production and reduce overall cost.
  • Work with Crew Management Services to develop schedules to ensure all train and engine crews attend regulatory and Amtrak-mandated training classes.
  • Work with the Road Foreman and Trainmasters for the various crew bases to ensure all bulletins, equipment, postings, etc. adhere to labor, federal and Amtrak regulations.
  • Enforce and manage the rules and regulations for Amtrak policies and operating practices, initiate action for non-compliance and recommend appropriate action for resolution in a consistent and fair manner.
  • Oversee new-hire locomotive engineer and conductors on-the-job training and certification programs.
  • Monitor on-time performance for the area of responsibility and recommend ways to improve performance.
  • Oversee the conductor and assistant conductor remittance audits to meet division goals and take action to correct discrepancies.
  • Respond to service disruptions and act as senior site commander when designated by the Superintendent of Operations.
  • Monitor extra board requirements to maintain established goals.
  • Effectively contribute to a safe and secure work environment for employees and travel experience for customers. Demonstrate necessary leadership to support a zero incident and injury culture within the Operations organization and Amtrak.
  • Short notice availability in rapidly changing 24X7 operation including weekends and holidays.

 


MINIMUM QUALIFICATIONS:

  • Demonstrated supervisory experience, leading, and managing others with different levels of expertise, exhibiting innovative leadership and management skills.
  • Demonstrated experience communication orally and in writing within and outside of the organization.
  • Demonstrated ability to develop and manage a departmental operating budget.
  • Demonstrated ability to deliver and manage a behavioral based safety program.
  • Must possess a working knowledge of applicable CFR 49 requirements and applicable Amtrak labor agreements pertaining to train and engine employees.
  • Extensive experience with train and engine operations.
  • Knowledge and familiarity with commuter and freight operation agreements associated with the division.
  • Knowledge of applicable federal, state, and local regulatory requirements and relevant labor agreements.
  • Knowledge of relevant regulatory requirements (i.e. FDA, FRA).

 

 

PREFERRED QUALIFICATIONS:

  • 5 or more years of experience effectively supervising employees
  • Demonstrated experience with train operations, crew base, crew management, operations, train handling and service delivery.
  • Ability to develop and manage an operating budget.

 

 

COMMUNICATIONS AND INTERPERSONAL SKILLS: 

Must have excellent oral and written communication skills.

 

 

The salary/hourly range is $151,000. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
