SUMMARY OF DUTIES:

Plans, directs, and manages field control of all phases of Engineering Track/Structures maintenance and construction at Seattle Maintenance Facility (SMF). Utilizing all Engineering Department and contractors. Must interface with internal customers for reimbursable and capital Track programs or major construction projects that support the Amtrak business plan in the West Division. Must have a proven track record of managing a Core/Operating budget more than 4 million. 

 

ESSENTIAL FUNCTIONS:

  • Responsible for the compliance with FRA, local PUC and national codes for construction and maintenance of tracks, equipments and buildings.   
  • Schedule and ensure all Contractor employees are in compliance for technical, safety and regulatory compliance training.
  • Schedule required physical exams of employees. 
  • Proven ability in the exercising of considerable judgment and initiative.
  • Coordinate and manage 3rd party projects within territory.
  • Assists with developing goals, establishing plans and priorities, and assigning and supervising the work of contractor employees in Seattle Maintenance Facility or other specialized maintenance operation.
  • Supervises the assignment of maintenance and supervisory staff and resources to ensure that service objectives are achieved within Priority, time and budgetary constraints.
  • Must have experience in developing capital and maintenance budgets.
  • Administers safety, quality assurance, and preventive maintenance programs and schedules including production and equipment upgrades.
  • Ensures all required efficiency test are completed with excellence and within time constraints. 
  • Assists with monitoring staff compliance with policies, rules, procedures, regulations, practices, and labor agreements; directs the maintenance of employee records and division statistics.
  • Promote safe work practices and provide safe working conditions. Ensure a safe working environment and adherence to guidelines of Amtrak’s policies and procedures. Lead by example.
  • Distribution of all Track / Building & Bridges (B&B) related bulletin/information letters to required personnel.
  • Coordinate and schedule all work activity for major track outages with Mechanical and the Transportation Department to accomplish work schedules.  
  • Accomplishes all projects and maintenance with excellence and holds self and others accountable for delivering Productive and High-Quality results, keeping safety our first priority. 
  • Manages the design and construction of all facility projects.
  • Develop procedures for preventive maintenance programs.
  • Must have experience with maintenance and labor tracking systems and their implementation. 
  • Must have experience and show proficiency in working with construction procurement policies and procedures.
  • Manage and evaluate work carried out by staff and contractors.
  • Manage cost control and project scheduling for capital construction projects, including ability to track progress of construction activities.
  • Ensures that all track and structures improvement/maintenance projects are initiated using the department guidelines and track maintenance and construction program support existing schedule and maintain a safe and dependable environment for all train operations.  
  • Must be intricately involved in the development of work activities, funding, budget, spend plan and project schedule.
  • Coordinate track maintenance and facility projects with other departments, control force level by advertising and abolishing craft positions.
  • Management and leadership, interpersonal communications, handling employee injuries, conducting investigations, PPE.

 

MINIMUM QUALIFICATIONS:

  • Bachelor's degree in Engineering, Construction Managment or equivalent work experience and training in a position of similar capacity with a minimum of 6 years of experience
  • Must have a minimum of 2 years of experience supervising and or managing craft employees and successfully working with their respective unions.
  • In lieu of education a minimum of 10 years of relevant work experience, or equivalent combination of education, training and work experience.
  • Demonstrated knowledge and applied experience in railroad operations
  • Demonstrated knowledge of project management including scheduling, budgeting, estimating, and coordinating efforts with other technical disciplines.  
  • Demonstrated knowledge and a working practice of all Engineering related labor agreements, MSDS, FRA Regulations, RWP, GCOR, AMT 2, planning and scheduling and Project Management.
  • Demonstrated skills and experience with MS Office, creating spreadsheets, presentations, memorandums, and utilizing other applications to perform job functions.
  • Must have excellent communication skills to deal with all levels of employees and Internal and External Customers.
     

MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:

  • Possess strategic and tactical skills required for planning and executing complex project work.
  • Strong leadership required, encompassing effective communication, motivation, and team building/team performance skills.
  • Strong Safety Focus.
  • Ability to work effectively with internal and external stakeholders.
  • Ability to work under tight time constrains, pressure, and multiple priorities.
  • Must have excellent written and oral communication skills.


PREFERRED QUALIFICATIONS:

  • Bachelor’s Degree in Mechanical or Electrical Engineering, Construction Management or equivalent work experience and training in position of similar capacity, with 8 years of experience.
  • 5 years of experience supervising and or managing craft employees and successfully working with their respective unions.
  • In lieu of education, a minimum of 14 years of relevant work experience, or equivalent combination of education, training, and work experience.
  • Demonstrated hands on experience of 5 years in railroad maintance facilitities including tracks and building construction.
  • Extensive experience in using employee portal functions for a manager and related systems including Etrax, Word, Excel, PowerPoint and Access.
  • Project Management Certification
  • FRA and OSHA and other safety and environmental regulations experience related to rail maintenance facility.
  • Trained and qualified on Maximo.
  • Licensed Professional Engineer or ability to acquire

 

WORK ENVRIORNMENT:

  • Position is subject to respond to emergencies in all weather conditions 24/7/365.
  • Ability to work in a fast-paced environment with frequently changing priorities.
  • Travel approximately 10%

  • Must have excellent oral and written communication skills.

 

The salary/hourly range is $115,000 - $126,969, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary.
