SUMMARY OF DUTIES:
The Sr. Manager manages the personnel of the Quality Enablement team and it’s budget. The position manages services provided to one or more internal and external customer(s). The role works on multiple projects as a people manager, technical delivery team owner, and project leader, and manages a team of diverse personnel. This role is responsible for providing general leadership and technical guidance to a team of quality assurance testing analysts in the areas of testing analysis, design, test execution and defect reporting and analysis.
The Sr Manager will lead the testing strategy throughout the Software Development Life Cycle (SDLC) and work with program/product/project managers to ensure the effectiveness of the testing efforts by understanding key program/project testing requirements and success criteria.The role’s responsibilities will include supporting and developing personnel in their efforts to improve quality practices and automation across the enterprise, as well as managing the budget for the Quality Enablement team. The Sr. Manager is responsible for assisting their staff working on multiple concurrent effort and conducting one‐on‐one sessions, performance reviews, calibration and establishing a training plan for each member of their team.
ESSENTIAL FUNCTIONS:
- Coordinates with various teams, including development, product, and business, to assess and prioritize the various requests for work from the Quality Enablement team.
- Works with project managers to develop schedules and resource allocation models for Quality Enablement funded engagements.
- Provides expertise around quality strategies and practices.
- Drives continuous improvement of the team, including modifying policies and procedures as needed.
- Responsible for the planning, scheduling, and coordination of all releases for projects in their area through different stages and environments especially to production.
- Responsible for ensuring adherence to a quality program.
- Provides input to business technology planning, tool selection, and quality practices.
- Manages the development and implementation of DT initiatives to support business strategy.
- Provides high‐quality services at optimal cost to customers. Measures service performance and implements improvements as needed.
- Manages the improvement processes that impact customer satisfaction and relationships. Owns the designated processes and is accountable for ensuring that established processes are followed.
- Participates in the development of DT budgets. Tracks and takes appropriate steps to stay within budget.
- Participates and provides input to the Service Level Agreement (SLA) process. Ensures internal SLA's are met.
- Meets regularly with the team to gather work statuses. Discuss work progress and obstacles. Provides advice, guidance, encouragement, and constructive feedback. Ensures work, information, ideas, and technology flow freely among team.
- Establishes measurable individual and team objectives that are aligned with business and organizational goals. Documents and presents performance assessments. Recognizes and rewards associates commensurate with performance. Implements organizational practices for staffing, Equal Employment Opportunity (EEO), diversity, performance management, development, reward, recognition, and retention.
- Identifies the roles, skills and knowledge required. Ensure staff has the resources and skills needed to support all work initiatives.
- Participates in DT workforce deployment activities.
- Generates appropriate communication, process, and educational plans for mitigating the disruption of change. Identifies and removes obstacles to change.
- Must possess strong communication and interpersonal skills, work well with others in an integrated team environment, and must be self‐motivated.
MINIMUM QUALIFICATIONS:
- Bachelor’s Degree in related technical/business areas with 9+ years relevant experience or equivalent work experience.
- 9 to 12 years of relevant technical and business managerial experience.
- Require knowledge and experience should include assignments in Quality Assurance and Release Management.
- Technical and/or ITIL, or equivalent certifications.
MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:
- Requires demonstrated ability to launch and deliver multiple, concurrent DT projects on time and within budget.
- Knowledge of Cloud Formation principals a plus.
- Knowledge of Amazon Web Services (AWS) and Azure a plus.
- Knowledge of continuous integration, continuous delivery, automated testing, and all phases of the SDLC.
- Strong technical documentation skills.
- Requires experience in managing teams and building relationships with people at a variety of levels.
PREFERRED QUALIFICATIONS:
- Master’s degree in Computer Science, Information Technology, Business Management or equivalent.
- 12 years relevant experience preferred.
- Experience working in large complex companies that heavily rely on real time 24x7 IT operations to successfully service external customers.
WORK ENVIRONMENT:
- Work is performed remotely.
- May require travel up to 20% of the time.
- Requires on‐call status.
- Additional duties as assigned.
COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
The salary/hourly range is $123,660 - $160,270. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
