SUMMARY OF DUTIES:
The Senior Program Manager is responsible for program management and planning of very large high-risk programs, with multi-million dollar cost impacts and multi-year delivery schedule. The programs may encompass sub-programs, multiple projects and work-streams, cross-departmental interfaces, multiple technologies, geographies and assets. Individuals in this role work independently with some indirect supervision by the Senior Director of Portfolio Management for Amtrak Strategy & Planning and have direct reports or matrixed subordinate team members. The role requires regular analytical and metrics-based reporting to other staff, Executive Committee, and stakeholders.
The position requires strong management, organization, and communication skills, as well as experience with reporting, issues tracking, and stakeholder coordination. It entails working closely with interdepartmental teams across the organization, internal and external stakeholders, and senior management to create, plan, and develop some of Amtrak’s highest-profile and most exciting capital improvements on the Northeast Corridor. As a key manager on the Amtrak Planning team, this position will help lead Amtrak planning and early project development activities on a portfolio of large-scale capital improvements to improve speed, reliability, and capacity on the Northeast Corridor.
ESSENTIAL FUNCTIONS:
- Coordinate multiple project teams, vendors and assets to ensure timely and cost-effective sequencing and execution of critical path milestones across several inter-dependent projects within assigned program and overall portfolio
- Establish Program Governance and Controls structures to enable effective escalation and decision-making processes.
- Cultivate collaborative partnership among stakeholders to enable scoping, financial and resource decisions
- Identify, document and elevate cross-organizational and vendor-driven dependencies, and work with executives and peers across the organization to develop and implement appropriate dependency management processes
- Identify and manage assessment of major changes to scope, schedule and budget through the appropriate Program and Enterprise governance approval mechanisms
- Hire and mentor junior level Project Management staff and matrixed team members, and provide guidance on adherence to the Project Management practices.
- Work with senior leaders to contribute relevant data to support annual planning activities and sequence new working through the appropriate controls mechanisms
- Ensure that program financial performance and forecasting information is available and reportable for senior executives and government regulators
- Identify and evaluate the risks associated with program execution and work across organization to establish and monito mitigation plans
- Develop and maintain required program management artifacts and ensure that all projects have appropriate project management artifacts and processes in accordance with Amtrak Project Management standards and applicable regulations
- Identify efficiencies and present recommended improvement opportunities at various levels of management.
MINIMUM QUALIFICATIONS:

Bachelor’s Degree required OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree.

- Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project),
- PMP Certification in good standing
PREFERRED QUALIFICATIONS:
- 9-12 years of relevant experience preferred
- Experience managing passenger rail projects and programs in the transportation industry environment
- Eperience with track design and/or speed improvement projects
- Experience with the Northeast Corridor or other electrified intercity passenger rail systems
- Professional Engineering license
COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
The salary/hourly range is $135,800- $176,040. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
