SUMMARY OF DUTIES:

Provides technical, logistical, and administrative support to the Manager Engineering Production for the efficient and cost-effective management of large-scale construction/production work on the right of way. Work in both the office and in the field in all types of weather conditions to support a 24/7 operation.

 

ESSENTIAL FUNCTIONS:

  • Observe field activities to ensure conformance with safety protocols. Correct activities that do not conform and advise supervision when necessary. Report observations to the Manager Engineering Production and assist in driving improvement in the overall safety culture. Implements safety work plans for the prevention & elimination of personal injuries and hazardous conditions on Amtrak property and the right-of-way.
  • Oversight of numerous work activities. Assists in the planning and execution of projects to meet the defined scope, schedule, and budget.
  • Responsible for QA/QC of project work to ensure final product follows all FRA- and Amtrak-mandated requirements and provides a safe and dependable environment for all train operations. 
  • Coordinate track maintenance and/or construction projects with other internal and external departments. Schedule appropriate labor force levels. 
  • Efficiently plan work and allocate resources to ensure timely accomplishment of tasks.
  • Assist in the planning, procurement and tracking of all materials. 
  • Assist in the development of Site-Specific Safety Work Plans and Emergency Response Plans. 
  • Responsible for tracking and timely reporting of daily production.
  • Assist with incident and injury investigations, including development of mitigations to prevent future recurrence.

 

PREFERRED QUALIFICATIONS:

  • Bachelor Degree in Engineering, Construction Management, or related field, with a minimum of 6 years’ experience.
  • In lieu of education, a minimum of 10 years of relevant work experience, or equivalent combination of education, training, and work experience.
  • Qualified or possess sufficient experience to be qualified in: MW-1000, NORAC, RWP, AMT-2, applicable FRA Rules & Regulations.
  • Must be able to interface with all levels of employees and both external and internal customers. 
  • Must be skilled and experienced with MS Office, creating spreadsheets, presentations, memorandums, and utilizing other applications to perform job functions.
  • Demonstrated experience in all facets of Track inspection, maintenance, and construction including but not limited to rail/CWR, ties, timbers, and track panels as well as working knowledge of other crafts involved.
  • Demonstrated knowledge and applied experience in railroad operations, operating rules, and railroad production work procedures.
  • Possess knowledge of and ability to apply Federal Railroad Regulations including Roadway Worker Protection and those pertaining to 49 CFR 213.118 and Track Safety Standards.   
  • Licensed Professional Engineer or ability to acquire.
  • Held craft positions(s) performing Track inspection, maintenance, and construction.
  • Five years of experience in railroad operations within the Engineering Department.

 

WORK ENVRIORNMENT:

  • Position is responsible for 24/7 operation.
  • Available to work at various times to support railroad operations as needed including nights and weekends.
  • Combination of office and field environment working in all weather conditions.
  • Travel:  50%.

 

COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.

 

PAY TRANSPARENCY:

The salary range is $103,700 - $134,460. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
