Reporting to the Vice President & Sr Managing Deputy General Counsel, the AVP Litigation is responsible for:

  • Oversight and high level management of all dispute resolution proceedings and litigation risk on behalf of Amtrak.
  • Engaging with senior management of client departments regarding dispute resolution strategy, litigation risks, proceedings status, including with respect to affirmative positioning and recovery litigation.
  • Oversight, direction and performance evaluation of and development opportunities for the three Deputy General Counsels who directly manage General Litigation, Labor and Employment Litigation and Tort Litigation.
  • Serves a member of the Department’s senior leadership team – with the Executive Vice President, Chief Legal Officer and the General Counsel (“EVP & GC”), the Vice President and Managing Deputy General Counsel (“VP & MDGC”) – with responsibility to ensure that Amtrak Law’s department priorities and goals including key practice group priorities and goals are aligned with those of Amtrak and the Company’s strategic goals, and to implement and manage the Department’s strategic plan with respect to the structure, organization, and priorities and goals of the Department, on a rolling 5-year basis to review and refine the Department’s 5-year plan within the Company’s 5-year plan, and on an annual basis to develop and execute on the Department’s annual operating plan (AOP).



  • Oversees all litigation and dispute resolution proceedings on behalf of Amtrak, collaborates with the respective litigation Deputy General Counsels to provide guidance on legal policy, strategic and precedential aspects implicated by Amtrak’s position in various matters, and, with the respective litigation Deputy General Counsels, keeps the VP & MDGC and the EVP & GC apprised of all material developments and all material litigation risk.
  • Engages with senior management of stakeholder departments and functions on dispute resolution strategy, litigation risks and burdens on staff and cost, and on any risk caused by any Amtrak policy, process or protocol issues exposed by disputes or litigation.
  • Oversees and collaborates with the Deputy General Counsels who manage General, Tort and Labor, and Employment Litigation and indirectly their teams, and works with them and any outside counsel involved on matter strategy.
  • Oversees Law’s external legal resource planning, recruitment and evaluation of outside counsel generally, and with the Deputy General Counsel in charge assigns major matters and advises on legal fees, including rates and AFA agreements.
  • Evaluates the performance of and development opportunities for the litigation Deputy General Counsels and collaborates with the Deputy General Counsels on their evaluation of their practice group attorneys’ performance and development opportunities.
  • Works with the VP & MDGC, the EVP & GC on the Law Department’s strategic alignment with the Company’s strategic direction and priorities and goals and planning for the Department and Senior Manager, Business Services & Legal Support (“Sr Manager”) with respect to the structure, organization, internal and external resource needs, and priorities of the practice groups and the Department as a whole, and is responsible for the execution of the Department’s strategic priorities goals for each year.
  • Works with the VP & MDGC, EVP & GC and Sr Manager to develop the Department’s annual operating plan and is responsible for meeting each FY’s AOP.
  • Efficiently and productively stewards Amtrak’s resources to deliver necessary and appropriate legal services.
  • Leads, and with the Deputy General Counsels, manages and develops diverse and talented teams of experienced practitioners to support Amtrak’s mission, business, operations, values and culture.



  • Juris Doctor from accredited law school with a current, in good standing license to practice law as an attorney under the laws of any state and the ability to waive into the District of Columbia Bar.
  • Minimum 15 years law firm and/or in-house experience in counseling and litigation.
  • Strong analytical and communication skills and an ability to quickly learn the fundamentals of different areas of the law.  Communicate clearly and concisely in verbal and written form, including ability to articulate complex issues, and work effectively with in-house clients and outside stakeholders.
  • Excellent writing and presentation skills.
  • Extensive experience managing diverse, large, and geographically dispersed groups of individuals.
  • Extensive experience showing strong interdepartmental leadership with the ability to identify problems and develop and implement solutions.
  • Extensive understanding of business operations and the impact Law department actions can and may have on the corporation and operations.
  • Experience working with senior management, boards of directors or trustees, government agencies and oversight entities (e.g., Executive Branch agencies, OIGs, GAO, Congress and state and local government agencies).


MINIMUM REQUIRED KSA’s (Knowledge, Skill & Abilities):

  • Experience managing and/or litigating large, complex matters that involve significant risk and reward for the Company.
  • Experience with proceedings before federal and state courts, administrative agencies, and arbitration tribunals and a general understanding of applicable laws, rules, regulations, policies and procedures.
  • Experience advising senior levels of management and oversight on legal strategies that are consistent with relevant strategic initiatives. Exercise judgment and creativity in making decisions.
  • Strong interpersonal skills, collaborative working style, strong executive presence, and experience working within a large organization supporting multiple locations. Establish and maintain cooperative and effective working relationships with supervisors, peers and subordinates across organizations. Build personal networks inside and outside the organization to extend sphere of influence.
  • Demonstrated management skills with a proven ability to lead, guide and motivate others to produce superior results.
  • Develop strategy and tactical direction in alignment with Amtrak’s Strategic Plan. Strategic thinker with strong project management and analytical skills. Develops and uses project management tools to structure information. Ensures plans are aligned with overall corporate objectives.
  • Ability to define and lead change initiatives working within the business and is capable of promoting a clear vision of what the organization needs to change in order to be successful. Able to generate participation and buy-in.  Identifies barriers to change and understands how to use appropriate change frameworks and tools.
  • Represent Amtrak before elected officials and the public as requested.
  • Ability to use common office software (e.g., Microsoft Outlook, Word, Excel, PowerPoint, Teams, Zoom, and OneDrive).



  • Experience in the railroad industry.



  • Works extended hours as required, and is on-call and available on an emergency basis.
  • Works in a fast-paced, time sensitive environment with frequently changing priorities.
  • May work in crisis situations requiring fast, potentially consequential decisions based on incomplete information/data and best strategic and tactical judgments to protect and advance Amtrak interests.
  • Handles multiple projects simultaneously.
