The Project Controls Specialist is responsible for using and improving existing project management enterprise tools, systems and work processes to assist the Major Stations team at Amtrak in effective management control and reporting on cost, schedule and progress measurement for projects from low to high complexity. Additionally, this position will support the team in general administration tasks including invoicing and other procurement processes utilizing Ariba On Demand. Individuals in this role may develop project schedules, cost performance reports, risk registers and other artifacts in close collaboration with the assigned Project/Program Manager and other team members. This role is an integral member of the Major Stations team reporting to the Senior Director, Major Stations Planning and Development. The Major Stations team oversees the planning, design and construction activities at some of Amtrak’s largest stations including New York Penn Station, Washington Union Station, Chicago Union Station, Philadelphia William H Gray III 30th Street Station, and Baltimore Penn Station. 



• Work with station lead and team to develop integrated program schedule, risk register, and project budget baseline using standard templates and tools within prescribed parameters of assigned project
• Track potential changes, ensuring estimates of cost and schedule changes are given visibility with the client and project management
• Integrate cost and schedule data to facilitate schedule and budget performance reporting
• Assist station leads and team with maintenance and baseline reviews of project schedules in accordance with approved project parameters
• Assist station leads and team in evaluation and assessment of identified project risks to enable project team with applicable data for development of risk mitigation plans
• Develop other enterprise project management artifacts for each station to support reporting and management requirements
• Partner closely with station team leads to assess new and ongoing projects to determine readiness for governance stage gates.
• Conduct project audits to assist the station team leads in maintenance of appropriate project controls and procedures
• Support the intake process of projects through the governance process
• Manage controls data via internal enterprise management software or SharePoint
• Support the team with vendor invoicing and tracking via Ariba on Demand and contract administration
• Support governance and project status review meetings
• Adhere to Amtrak Enterprise Project Management methodology and standards



• Working knowledge of project controls, schedule skills (schedule management and reporting) and financial skills (budget management and financial reporting)
• Experience with SharePoint or similar web platform
• Experience with MS Project, Primavera P6 or other project scheduling software
• Ability to organize and analyze large volumes of financial, risk and schedule performance data
• Excellent organizational, collaborative, and relationship building skills
• Experience using Microsoft Office (Word, Excel, PowerPoint)
• Experience using Ariba on Demand
• Experience with project controls management relating to cost, scheduling and estimating at a project level 
• Knowledge of contracts and contract administration including its assessment and implementation at each phase of the project
• Associate degree with minimum 3 years of practitioner experience with project controls and project management, or any equivalent combination
• PMP certification in good standing
• Must have work authorization in the United States.
