The Engineer, Construction is responsible for project execution of capital, reimbursable and agency-related construction activities in the Mid-Atlantic South Region. The Engineer, Construction is responsible for preparing force account estimate and tracking force account labor, material and other resources. Additionally, this position is responsible for ensuring the force account labor and related charges are properly documented and providing the documentation to the financial department for billing purposes. 


  • Directs, manages and oversees construction activities of capital, reimbursable and agency-related projects to ensure the projects / programs are executed in accordance with the project plans.
  • This position will ensure the contractors follow Amtrak’s policies and procedures to ensure the agreed goals are achieved. 
  • Prepares, develops and implements the operation procedures for construction, maintenance, testing and startup.
  • Directs, manages and coordinates the construction of projects and programs to ensure critical issues and addressed.
  • Review construction plans, construction specification and construction reports.
  • Coordinates capital, reimbursable and agency projects and programs with other departments to ensure adequate resources are available. Obtain track outages, labor clearances, and verify labor forces are available as planned and scheduled. 
  • Assist design projects with site walks and track outages planning. Prepare construction estimates and schedules. 
  • Provides weekly and monthly project status reports addressing actual and forecasted cost, schedule, variances, changes, etc. 



  • BS degree in engineering or related field, or the equivalent combination of education, training and/or experience.
  • Demonstrated 3-7 years of construction experience in a railroad environment
  • Must have the ability to coordinate efforts with other technical disciplines and have knowledge of scheduling, budgeting, and estimating.  
  • Possess strategic and tactical skills required for planning and executing complex project work. 
  • Strong leadership required, encompassing effective communication, motivation, and team building/team performance skills.
  • Strong Safety Focus.
  • Demonstrated experience in using PC-based word processing, spreadsheet, and presentation software (e.g. Word, Excel, PowerPoint) sufficient to prepare effective business analyses and presentations.
  • Ability to work effectively with internal and external stakeholders. 



  • Significant experience in construction management of multiple construction projects and / or programs in an active railroad environment.

Must have excellent written and oral communication skills.
