SUMMARY OF DUTIES:
Amtrak is seeking a Sr. Program Manager for strategic initiatives to enable and accelerate operational excellence. The position reports to the Sr. Manager, Continuous Improvement and will support planning, coordination, and managing of business transformation activities that drive Operations quality and optimization. Building a railway for the future requires investing in a technology-enabled and data-driven portfolio, designed for operational excellence. 

 

The Sr. Program Manager must be knowledgeable in strategic planning, program management, budgets, capacity planning, and business process re-design to enable foundational changes. This role also provides support to the Sr. Manager for Organization Change Management to deliver on Operations Transformation change management for various key workstream activities. 

 

The Sr. Program Manager will be challenged to “think big” to develop transformative solutions and must constantly look around corners to anticipate future needs. They must excel in a collaborative environment and distill complex problems and details into actionable work that will be complex and vary in both strategic focus and tactical execution. The position leverages business operations acumen, leadership experience, and technical skills to deliver data driven results. They must be comfortable interfacing and driving delivery at all levels of the organization to be successful. The Sr. Program Manager must be customer-focused, exhibit strong ownership, and quickly earn stakeholder trust. 


ESSENTIAL FUNCTIONS:
• Lead the end-to-end program management oversight of select strategic, high-profile Operations Transformation portfolio workstreams in a cross-functional, time-sensitive environment, including integrated schedule management, business roadmap updates, steering committee meetings, executive status reports, performance dashboards and trend analyses. 
• Apply PMO standards to advance the Operations portfolio and business case maturity around governance, document standards, quality controls, stage gates, and facilitation of project prioritization meetings as appropriate, including advising on Operations RFPs.
• Maintain firsthand knowledge of developing business and technology strategies and advancements to ensure nuances and dependencies are fully understood and addressed. Anticipate and identify business opportunities and challenges, responding with an integrated program mindset.
• Provide coordination of week-to-week progress of the Operations Transformation program - including status reporting, aggregating roadmaps and timelines, budgets and performance metrics. Participate in weekly program meetings across technical and business workstreams and surface key insights for executive decision making across programs.
• Utilize a data driven approach to assess and support business and technology improvement strategies. Support, train and mentor others on business analysis, data management, and performance metrics, business process methodologies and tools. Foster a workforce mindset of operational excellence to deliver data-driven improvements within Operations.
• Routinely identify, assess, and develop issue tracking and risk mitigation plans for events that could impact the success of the program. Build performance mechanisms to track improvements, reporting against financial, operational and customer experience goals.
• Employ strong collaborative problem-solving skills evidenced by results in past positions. Must be equally effective at delivering through others as well as through own individual efforts, collaborating with IT teams, vendors, business stakeholders, and sponsors to monitor, track and drive delivery.

 

MINIMUM QUALIFICATIONS:
• 9 years of relevant experience 

• Bachelor’s degree in Business Administration, Operations, Information Management, Liberal Arts, Technology, with a minimum of 8+ years of project and program work experience 
• Project Management Professional (PMP) Certification in good standing or ability to obtain one within 12 months of hire.
• Demonstrated solid PMO working knowledge with governance, standards, policies, and procedures
• Self-starter open to learning through working hands-on with minimal direction, proficient with oversight of integrated programs with strong critical thinking skills, attention to detail, and comfortable with ambiguity.
• Experience with business process re-engineering and gap analysis, able to organize and analyze data to make fact-based decisions.
• Experience with business and technical software MS Project, Visio, Excel, Word, SharePoint, visualization and/or report tools, etc.
• Pro-active, practical, ‘can-do’ attitude, utilizing business acumen, strategic planning, tactical engagement, collaboration, and customer-facing skills.
• Effectiveness working diplomatically across teams with varying objectives.
• Exceptional oral and written communications with an astute attention to detail and accuracy, with a problem-solving and critical thinking mindset.
• Excellent team building and collaboration skills; ability to influence and build consensus across teams, departments, and other organizations.

 

PREFERRED QUALIFICATIONS:
• Master’s Degree in Business Administration, Liberal Arts, Technology, Operations, Information Management, or relevant course of study
• 3-5 years' experience working with a PMO, experienced in implementing PMI standards. Additional professional certifications for best practices such as ITIL, CMMI, CBAP, Prince2, etc.
