This position can be located in either Washington D.C. or Philadelphia PA. 

 

SUMMARY OF DUTIES:

This position in within Capital Delivery (CAPD) department, formed to plan and execute Amtrak capital programs. Under the direction of the Sr. Director, Delivery Strategy & Commercial Strategy, the Director Portfolio Management will be responsible for managing project development, identifying appropriate delivery methods, and advancing projects from concept to execution planning. Leveraging best practices in project development and delivery, the Director Portfolio Management will drive scope, schedule and budget for Amtrak’s Capital projects and programs. The Director will ensure adherence to project scope, budget, schedules, and the requirements of stakeholders throughout all project development and planning phases.

 

This position works collaboratively and in coordination with Amtrak senior staff and staff from other departments, the Federal Railroad Administration, and other U.S. DOT agencies, Congress, States and localities. Other stakeholders include commuter and freight operators, suppliers, other third parties, and investors. This position evaluates the needs of stakeholders to develops strategies, plans, funding and finance approaches, and partnerships to advance Amtrak’s mission.

                                                                                                                             


ESSENTIAL FUNCTIONS:

  • Directs, manages, and oversees project development and delivery strategy to ensure that project and/or program scope, cost and schedules are properly developed, packaged, procured and maintained from concept to execution planning. 
  • Supports the development of Annual Operating Plan and 5 Year Plan by analyzing project portfolios, assessing readiness and priorities and providing input on project charters and funding.
  • Provides leadership and oversight to all project development and planning efforts to ensure that all projects are developed in accordance with the scope, budget, and schedule requirements.
  • Analyzes existing contract and delivery performance to maximize lessons learned and improvement of future financial and operational performance and minimize risk.
  • Ensures that contract and project execution requirements are well defined as part of project development and planning phases for all projects.
  • Coordinates capital projects and programs with other departments to ensure adequate resources are available, as well as considering track outages, labor clearances, and labor force availability as planned and scheduled.
  • Engages with appropriate internal and external stakeholders to identify workforce needs (e.g force account, agreement employees, and non-agreement employees) required to deliver capitally funded projects/programs.
  • Provides weekly updates to the Sr. Director, Delivery Strategy & Commercial Strategy on the status of all project planning efforts, including any issues that occurred.
  • Attends planning meetings and reports on project status.
  • Collaborates with Safety team to ensure safety is prioritized from concept to execution of the job.
  • Communicates and implements safety rules, policies, and procedures in support of the corporation's safety vision and goals as part of all project planning and delivery decisions.
  • Maintains, supports, and promotes a safe work environment while complying with all of Amtrak’s safety rules, policies, and procedures.

 


MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in engineering, construction management, or a closely related field.
  • Experience in construction projects in an operational environment exhibiting progressive growth and increased responsibility in providing major project delivery services to the public.
  • Management-level experience in project/construction management, engineering and/or maintenance within passenger railroads, or in any comparable public or private organization.

 


MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES:

  • Demonstrated experience with alternative delivery construction contracts (e.g. Design-Build, Construction Manager at Risk, Progressive Design-Build, Public Private Partnership, Alliance).
  • Successfully demonstrates expert knowledge and ability to effectively oversee scope, schedule and budgets of capital improvement and capital maintenance programs.
  • Extensive experience managing diverse, large, and geographically dispersed groups of individuals
  • Extensive experience showing strong interdepartmental leadership with the ability to identify problems and develop and implement solutions.
  • Extensive understanding of business operations and the impact departmental actions have on the corporation and operations.
  • Experience working with government agencies and organizations.
  • Must have excellent written and oral communication skills.

 

 

PREFERRED QUALIFICATIONS:

 

  • In lieu of education a minimum of 20 years of relevant work experience, or equivalent combination of education, training, and work experience is neede
  • Graduate degree in engineering, project management, law or in a closely related field.
  • Extensive experience working with construction of capital projects in an operating environment
  • Professional certifications such as Portfolio Management Professional (PfMP), Project Management Professional (PMP), Certified Construction Manager (CCM), and Professional Engineering (PE) licensure.

     

    WORK ENVRIORNMENT:

    • Office environment, however, candidate will need to attend field visits to prospective and active construction sites as needed.
    • Approximately 25% travel
    • Currently requires a minimum of 4 days in the office with an option for 1 day of telework.
    • This salaried position may require work outside of standard work hours and the standard work week.

     


    COMMUNICATIONS AND INTERPERSONAL SKILLS: 

    Must have excellent oral and written communication skills.

     

     

    The salary/hourly range is $163,000-$211,140. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
