Job Summary
The Director of Facility Planning is responsible to position, plan, and coordinate Amtrak Mechanical facility improvements and construction efforts. The position will help develop IIJA funded projects and will help streamline facility construction and improvement efforts through the fleet acquisition programs and capital improvements. The position will assist in the strategic direction and implementation of planning efforts for mechanical maintenance facilities. The position will work with mechanical leadership to identify and lead improvement to existing efforts and work to ensure collaboration between stakeholders for new construction efforts.
The Director will lead the team responsible for coordinating efforts to ensure construction and improvement projects are completed according to plan. The Director and team will work with the industry and market to develop and incorporate advances in maintenance that will improve efficiency, safety, and quality for our workforce. The position may also lead contracted services to assist with capital planning and execution. This position is open to a hybrid schedule.
Essential Functions
- Develops strategic direction for facility improvements and development
- Responsible to develop conceptual facility plans that will be the basis for capital improvements.
- Lead and directs team to ensure compliance with internal policy and IIJA/funding requirements
- Evaluates concepts and works with PMO to develop business case for approval.
- Works with facility leaders and mechanical department to develop safer, more efficient higher quality facility operations through advances in technology
- Responsible to ensure facility plans are communicated to all stakeholders and that the concepts address goals and initiatives outlined in PMO project.
- Responsible to communicate as necessary with stakeholders across many departments
- The position will work with mechanical leadership to identify and lead improvement to existing efforts and work to ensure collaboration between stakeholders for new construction efforts.
- This position will also drive efficiency and optimization by looking for improved maintenance solutions through new tooling or infrastructure.
Minimum Qualifications
- Bachelor’s degree in engineering or equivalent combination of training, education and relevant experience may be considered in lieu of a degree.
- 11 years of relevant experience in facility engineering, capital planning, railroad facility maintenance, etc.
- Demonstrated working experience and knowledge of rolling stock mechanical and equipment systems and facility infrastructure and current maintenance practices.
- Demonstrated experience in leading professional team
- Knowledge of facility design practices.
Preferred Qualifications
- 13 years of relevant experience
- Master’s Degree in Engineering or related discipline or Professional Engineer’s License
- Project Management Institute-Certification for Project Management Professional
- Strong knowledge of locomotive and car mechanical systems and maintenance practices.
- Working knowledge of WMS and OMS systems as well as Amtrak Maintenance Analysis Program and Standard Maintenance Procedures.
Knowledge, Skills, and Abilities
- Excellent written and verbal communication, organizational, collaborative, and relationship building skills both within and outside an organization
- Strong competence in senior level communications and presentations
- Ability to motivate others and drive for results
- Understanding of AREMA Recommended Practice
- Knowledge of design/construction/project/program management, strategic planning, and developing design and construction documents and procurement packages
- Skilled in managing design using both internal and external engineering resources
- Exposure to director level management in a matrix organization
- Proficient in managing large multi-project programs from planning phase through construction
The salary/hourly range is $179,300.00 – $232,416.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
