The Senior Project Business Analyst is responsible for development of business and technical requirements for Large or Mega complexity projects or a very large component of a high complexity program. Individuals in this role use technical knowledge and related experience to work with business, project and construction management, and technical experts to identify, develop, and document requirements, processes, lessons learned and project delivery recommendations needed to complete project commercial/contract development and delivery strategy deliverables with focus on effective use of people, tools and technology within context of the portfolio, considering other projects and inter-dependent work. Individuals in this role work under the supervision of the Director Commercial Strategy & Development. The role requires regular reporting of status, risks, and documentation of issues as they arise, leveraging tools, data and process information collected throughout project duration.




  • Supports the project intake process through the governance process by defining and documenting business and technical needs, deriving project or program requirements, risks and mitigation strategies, commercial incentive recommendations, data gathering, market analysis (supply chain, labor force, industry capacity, etc.) and internal and external stakeholder requirements. 
  • Conducts requirements meetings, and documents issues, and risks that may be discovered through project planning process 
  • Performs analysis of collected information to identify patterns and develop potential solution options in collaboration with designers, architects, engineers, project managers, consultants and sponsors.   
  • Produces reports and distributes information as directed by the Director, Delivery Strategy or Delivery Strategy team 
  • Documents business processes by using process mapping tools, and identifies potential gaps  
  • Manages document version controls and uses technology tools such as SharePoint to distribute documents and communicate to the project teams 
  • Adheres to Amtrak Enterprise Project Management methodology.




  • Minimum of 3 years of practitioner experience with focus on business analysis and Bachelor’s degree, or any equivalent combination of education and relevant work experience 
  • Must have strong quantitative skills & experience taking raw data and drawing actionable insights from it 
  • Must have demonstrated capability in working with large virtual teams 
  • Strong analytical and commercial skills are the priority
  • Must have work authorization in the United States. 
  • Strong focus on collaboration, team building, and customer service 
  • Effectiveness working diplomatically across teams with varying objectives. 
  • Strong oral and written communication skills across all levels 
  • Ability to develop and lead medium to large scale analytics projects in collaboration with peers and staff.
  • Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project, Access, Power BI), 
  • SharePoint and/or Power BI super-user 




  • Demonstrated experience with alternative delivery construction contracts (e.g. Design-Build, Construction Manager at Risk, Progressive Design-Build, Public Private Partnership, Alliance).
  • PMI – PBA or CBAP,  
  • Six Sigma Yellow Belt 
  • Transportation industry experience
  • Experience in data mining and market analysis
  • Experience with statistical/analytics software such as Tableau




  • Must have excellent oral and written communication skills.
