SUMMARY OF DUTIES:

The Director – Network Design and Security Engineering will lead a vertical engineering services organization responsible for planning, design, and security engineering for Amtrak’s Enterprise Data Network. This position requires expert-level WAN/LAN design and routing experience and expert-level network security engineering experience including Firewalls, Access Control Lists (ACL), Intrusion Detection and Prevention Systems (IPDS), and Network Access Control (NAC). Deep knowledge of IP network security vulnerabilities, experience implementing network security protection technology, and a track record collaborating with Cyber Security organizations are a must for this role.
The Director will head various network design and security improvement initiatives across the enterprise. Technical efforts include assessing and optimizing the design of Amtrak’s network security infrastructure, working with our Cyber Security team to develop a strategy and roadmap for continuous enhancements to network security, optimizing network routing strategies, and ensuring Amtrak is incorporating the latest technical standards into all network State of Good Repair (SOGR) and expansion projects. This position will also oversee and direct the activities of third-party Operations & Maintenance (O&M) service provides who will oversee the day-to-day operations and support of the network security infrastructure.
The Director will be responsible for supporting enterprise risk assessments, audits, remediation activity, and security incident response activity in collaboration with Amtrak’s Cyber Security and Risk & Compliance teams. In this capacity, the Director must provide thought leadership, technical guidance, and direction to peers across the IT department and to executive leadership to support Cyber Security and other compliance initiatives.
This position is a critical, IT engineering leadership role with broad responsibilities. It requires strong vendor management skills, a disciplined and programmatic approach to delivery, a strong understand of IP data network design and security engineering principles and technologies. The successful candidate will constantly collaborate with their Cyber Security peers and have a passion for engineering and operating highly available, secure networks.

 

ESSENTIAL FUNCTIONS:

  • Oversees design activity for Amtrak’s IP data network services.
  • Owns and manages Amtrak’s Network security infrastructure including:
    • Firewalls/ACLs
    • Network Access Control
    • Intrusion Detection and Prevention Systems
    • VPN and 3rd party access solutions
  • Drive ongoing engineering, innovation, and transformation efforts for network security in collaboration with Cyber Security team.
  • Support all network risk assessment, penetration testing, audit, and compliance activities and lead all remediation planning and implementation.
  • Provides senior-level architectural oversight of Amtrak WAN/LAN network design and engineering activities.
  • Develop, mentor, and lead a diverse, multi-disciplined IT engineering organization charged with critical voice and data communications.

 

MINIMUM QUALIFICATIONS:

  • Bachelor’s Degree in Computer Science, Engineering, Management Information Systems, or similar relevant field.
  • 15+ years of relevant work experience in enterprise network design, engineering, and security.
  • 10+ years of hands-on experience with network firewall and security device design, implementation, operations, and lifecycle maintenance.
  • Significant hands-on experience responding to and mitigating network security threats and incidents.
  • Significant hands-on experience working with 3rd party auditors for PCI and other network security compliance activity.
  • Demonstrated experience managing complex, high-dollar capital investment improvement programs in Information Technology.
  • Demonstrated experience working across technical delivery teams, outside suppliers, and with business users to deliver complex IT programs.
  • Excellent critical thinking and problem-solving capabilities, as well as superior oral, written, and presentation skills.
  • Ability to translate and communicate complex technical issues into language that Sr. business executives can easily comprehend.
  • Excellent team building and collaboration skills; ability to influence and build consensus across teams, departments, and other organizations.
  • Strong business acumen and emotional intelligence (EI, EQ) required.

 

PREFERRED QUALIFICATIONS:

  • Prior experience as a people manager directing employees and providing coaching, performance reviews, and career development.

 

COMMUNICATIONS AND INTERPERSONAL SKILLS:

  • Must have excellent oral and written communication skills.
