SUMMARY OF DUTIES:
The Capital Delivery (CAPD) Integrations and Operations Director manages the day-to-day activities of the Department of Capital Delivery, under the leadership of the Executive Vice President of Capital Delivery. The Director acts as a strategic partner to the Capital Delivery Vice Presidents, facilitating coordination of enterprise and department strategy and alignment of priorities into a comprehensive Capital Delivery operating plan. The Director will manage the department operating budget, internal department communications, and lead initiatives related to the continuous improvement of the department. The Director will also liaise with counterparts supporting the other EVPs and CEO to facilitate inter-departmental coordination.
The Department Director position is an approximately 18-month high-potential development assignment intended for those that aspire to executive management. It is an opportunity to develop strategic thinking, business acumen and leadership skills. Position requires excellent time management skills, strong communication skills and a high degree of discretion to manage sensitive and/or confidential communications. Position also requires a high degree of flexibility with potential for travel and long hours as business needs dictate.
ESSENTIAL FUNCTIONS:
- Support development and monitoring of Department Operating Plan and Annual goals, including prioritizing initiatives, identifying gaps in the plans, and finding solutions to accelerate the achievement of business objectives and projects
- Manage department operating budget
- Develop department communications, including collaborating with Corporate Communications for internal and external stakeholders outside the department
- Track and prioritize key engagements and commitments for CAPD Executive Vice President.
- Serves as a trusted advisor for Capital Delivery senior leadership team, working with the business leaders to ensure understanding of implications of business decisions and reviewing materials for cross-functional impacts. Appropriately challenges business decisions from multiple perspectives (business, culture, human capital, Law, Risk Management, etc.).
- Identify and execute change initiatives that are focused on continuous improvement of Capital Delivery services
- Serves as liaison with counterparts in other departments to enable effective inter-departmental coordination.
- Coordinate development and review of CAPD Board materials, including providing guidance for project teams on process and expectations.

MINIMUM QUALIFICATIONS:
- Bachelor’s Degree, preferably in Engineering, Business, or a related Field; or four additional years of related work experience
- Demonstrated track record of success in positions of increasing responsibility, particularly focused on delivery of projects or organizational initiatives that enhance business performance
- Strong communication skills. Ability to: write clear, concise and persuasive communications; prepare effective presentations; and engage in constructive dialogue to identify and resolve challenges.
- Strong critical thinking skills. Able to analyze available data to recognize trends and provide strategic advice, options, risk assessments to inform good judgments and resolve problems.
- High degree of personal initiative, a ‘self-starter’; able to deliver results in a dynamic fast-paced environment and tolerate ambiguity and resolve competing demands with limited direction.
- High emotional intelligence (EQ). Able to develop highly effective working relationships by building credibility, respect and rapport with all levels of management and employees.
PREFERRED QUALIFICATIONS:
- MBA, JD or related masters degree
- Minimum of 9 years of work experience in transportation, construction, or related fields
- Knowledge of Amtrak organization and business rhythms.
- Experience supervising/managing people
- 3+ years of experience at Amtrak
- Exceptional listening and collaboration skills, able to find root causes of problems and differentiate between task, process and relationship challenges.

WORK ENVIRONMENT:
- Preferred work location is Washington, DC, Philadelphia or New York.
- Position will work in an office environment.
- Traveling 20-30%, depending on business needs, particularly for field visits and critical meetings. Field visits will require RWP training and PPE.
COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
The salary/hourly range is $130,750 - $169,450. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
