SUMMARY OF DUTIES:
The Lead Food & Beverage Operations Specialist is responsible for the management, oversight and operational readiness of facilities operated by the Managed Service Provider that provides daily catering and supply operations for foodservice, sleeping, coach cars and station operations across the Amtrak system.  This position is responsible for the coordination of F&B activities on all assigned trains and acts as the primary liaison with division staff, Crew Management Services, Mechanical department and the Managed Service provider’s staff. The Senior Food & Beverage Operations Specialist monitors compliance of the daily operational functions of warehouse facilities (may be more than 1 (one) facility), provisioning of stock, compliance with corporate policies and procedures, accounting procedures, FDA, Public Health and other sanitation requirements and safety performance.

 

 

ESSENTIAL FUNCTIONS:

  • Management of a food and beverage operational unit within budgetary guidelines, management of over 2,000 SKU’s and purchases ranging from $8M - $11M annually.
  • Supports OBS employee training to maximize food and beverage revenues to achieve corporate goals.
  • Provides ground level support to new marketing initiatives for routes within the assigned territory.  Support route performance improvement initiatives to improve the overall performance of routes through enhanced F&B services.
  • Directly manage and provide oversight for the managed services provider in the operation of Amtrak warehouse facilities. Jointly oversee’s the warehouse services providers management team and up to 120 warehouse employees that are responsible for the day-to-day activities of warehouse management, train provisioning, data entry, inventory control and on-train services.
  • Ensures the catering vendor responds to operational issues within the assigned territory when service disruptions occur.
  • Collaborates with Train Managers for menu, policy and procedure changes and/or updates.  
  • Manage and oversees all regulatory requirements of the FDA, State and local health agencies, Amtrak Public Health departments and ensure compliance at the commissary facility.
  • Monitor facility and vehicle safety procedures and provide direction to the Managed Services provider to ensure the proper operation of Amtrak equipment. (Ex: over the road vehicles, yard tractors, forklifts etc.,)
  • Monitor and ensure compliance with all federal, state, and local liquor regulations.
  • Maintain Amtrak’s Food & Beverage departmental procedures.  Monitor spoilage, inventory, and safety measures to ensure vendor contract performance is valid.  
  • Conduct product specification checks and audits to ensure vendor compliance with contract.
  • Ensure adherence to policies and procedures on the use of inventory and financial systems for the control of inventory and food and beverage expenditures.
  • Provide support to all divisional management and various state partners.  Act as a change agent in joint efforts to improve operational efficiencies in food service.
  • Implement policies and procedures to support product development initiatives for each route.
  • Support all technology projects such as POS in accordance with company initiatives and goals.

 


MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in transportation, business, culinary arts or an equivalent combination of education, experience, and training.
  • Significant (Five years) direct work experience in procurement, contract management, customer service, food & beverage, hospitality, or warehousing operations.
  • Extensive (Minimum five years) managerial experience encompassing planning, budgeting, employee supervision, contract management and program implementation.
  • Demonstrated ability to assess people, operations, equipment, revenue opportunities and work with the on-site teams to implement change and results.
  • Demonstrated experience in contract management, inventory management, facility management, warehousing, and related functions.
  • Highly effective team player who enjoys working across many organizational agencies and departments.  Ensures Amtrak Public Health requirements compliance at commissary facilities.
  • Demonstrated project management skills to facilitate internal communications between relevant departments.
  • Knowledge of supply chain management related to procurement and warehousing.
  • Knowledge of facility and vehicle safety procedures.
  • Understanding of federal, state, and local liquor regulations.
  • Proficiency in MS Office Suit applications.

 

 

PREFERRED QUALIFICATIONS & WORK ENVIRONMENT:

  • Significant (Ten years) direct work experience in procurement, contract management, customer service, food & beverage, hospitality, or warehousing operations.
  • Demonstrated experience in managed services and/or contract management, inventory management, facility management, warehousing, and related operational functions.
  • Frequently performs site visits and inspections in warehouse facilities, train yards, stations and on-board rolling stock.
  • Up to 20% travel throughout the system (via airplane, train, and automobile).

 


COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.

 

The salary range is $90,750 - $103,713, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
