SUMMARY OF DUTIES:
The Lead Technology Supplier Specialist leads the definition, implementation of sourcing strategies, and procurement policies designed to standardize and/or centralize enterprise‐wide IT purchasing activity.  As the Lead Technology Specialist, this role brings together the appropriate disciplines when needed to ensure compliance to Amtrak’s supplier policies.  This role is also charged with evaluating third‐party vendors, managing daily interactions with third‐party vendors, and ensuring long‐term positive relationships with third‐party vendors. 

 


ESSENTIAL FUNCTIONS:

  • Leads IT supplier and contract management initiatives, and often leads a diverse team, demonstrates ownership of deliverables, drives to  deadlines, communicates across teams. 
  • Leads IT business interaction with vendors. 
  • Seeks and provides advise during contract preparation so that the correct elements are in a contract.  
  • Supports stakeholders through the process to signature for key engagements.  
  • Maintains and manages contact and positive relationships with vendors 
  • Leverages team dashboards to track and evaluate vendor performance escalating or communicating with vendor when needed without direct supervision 
  • reates tactics and plans that reduce the cost of goods and services, reduce the supplier base, and improve internal controls 
  • Researches and remains knowledgeable on all aspects of vendor contracts especially those which impact terms, installations, usage, audits, and support 
  • Creates reports for IT leadership on vendor management to help improve policies and processes relating to vender usage 
  • Researches current vendor contracts and analyzing all potential future vendor contracts 
  • Manages software vendors, software contract language, compliance, copyright, and disposal as it relates to software publisher contract terms
  • Monitors the length and substance of numerous contracts 
  • License knowledge of Microsoft, Oracle, Adobe, IBM, CA, and other key software publishers’ end user licensing terms 
  • Designs, manages, and oversees Amtrak’s Information Technology record retention programs 
  • Monitors current state and federal regulations and the vendors’ legal requirements relating to Information Technology software records retention 
  • Supervises the creation of all sourcing strategies and procurement policies 
  • Plans, directs and coordinates the efforts of the Supplier Management teams to manage third parties effectively so they are used efficiently to deliver an optimized service to customers 
  • Establishes guidelines on what functions can be safely outsourced and what functions must remain in‐house 
  • Ensures that procurement is done in a strategic manner to use Amtrak’s purchasing power to an optimum level 
  • Establishes policies and procedures for soliciting and weighing bids from outside vendors 
  • Effectively perform all IT Controls as applicable. 

 


MINIMUM QUALIFICATIONS:

  • Bachelor’s degree with 6 years relevant experience or 10+ years of relevant work experience required to satisfy education and experience requirements
  • Demonstrated, professional experience in strategic sourcing, commodity management, or management consulting 
  • Experience evaluating and implementing outsourcing arrangements and planning and leading negotiations 
  • Proven ability with relationship management 
  • Strong financial and quantitative analysis skills 
  • Excellent planning and prioritization skills with the ability to multitask and maintain by adapting to change 
  • Proven ability at strategic sourcing that avoids last‐minute ordering, cost overruns, and excess inventory 
  • Proven ability synthesizing large amounts of data (supplier lists, prices, billing terms, etc.) into an actionable plan containing best practices for minimizing costs and maximizing efficiency 
  • Proven ability to create evaluation criteria capable of assessing supplier's capability of being a good partner for Amtrak 
  • Proven ability analyzing, evaluating, and enhancing vendor contracts 
  • Proven ability at tracking large amounts of data and metrics, and maintaining accurate records with timely updates 
  • Proven ability to perform compliance and regulatory analysis all on potential new products and vendors 

 


PREFERRED QUALIFICATIONS:

  • Bachelor’s degree with 8+ years relevant experience
  • May require travel up to 10% of the time
  • Other Duties as assigned
