Job Summary

The Lead Value Management Specialist is accountable for enabling Lean Portfolio Management (LPM) best practices and supporting portfolio‑level value optimization initiatives. This detailed-oriented and analytical role is responsible for optimizing enterprise intake, advancing value realization practices, and driving quality control standards for written materials, reporting and portfolio artifacts, and grant compliance activities. This role promotes data and value-driven decision-making across multiple projects and programs to ensure alignment within organizational goals.

Essential Functions

  • Oversee onboarding processes, playbooks, and continuous improvement initiatives
  • Coordinate procurement, vendor support, talent projections, budgeting inputs, and office/space resource data
  • Develop and maintain skill gap inventory, identifying current capabilities, gaps, and future needs across portfolios and value streams.
  • Enforce quality standards for all portfolio documentation and written deliverables to ensure clarity, accuracy and consistency
  • Develop and implement quality control framework, scorecards and review processes
  • Accountable for day-to-day adherence to PLM standards, terms, and conditions, while moving towards and identifying ways to shape a leaner governance approach.
  • Conduct financial, operational, and risk analyses to assess value across projects and programs.
  • Collaborate with project teams and stakeholders to identify opportunities for value enhancement.
  • Track and report on key performance indicators related to portfolio value realization.
  • Prepare analyses, dashboards, and reports to communicate portfolio value insights to leadership.
  • Contribute to the continuous improvement of value management processes and practices.
  • Stay informed on best practices and industry trends in value management and portfolio optimization. 

 

Minimum Qualifications

  • Bachelor’s Degree or equivalent combination of education, training and/or relevant experience. Plus 6 years of relevant work experience.
  • 6-9 years’ experience implementing lean practices/Lean Portfolio Management

Preferred Qualifications

  • Experience with Mocrosoft Office Suite and Atlassian Tools
  • SAFE 6.0 LPM Certified
  • Experience supporting governance, compliance and quality assurance processes
  • Exceptional written communication and quality review capabilities
  • Attention to detail and commitment to accuracy and compliance standards
  • Familiarity with industry-specific frameworks or methodologies.

  • Ability to translate complex data into clear, actionable insights

  • Support the development and maintenance of portfolio-wide value management frameworks and tools.
  • Ability to conduct financial, operational, and risk analyses to assess value across projects and programs.
  • Collaborate with project teams and stakeholders to identify opportunities for value enhancement.
  • Assist in the prioritization of projects based on strategic value, ROI, and resource constraints.
  • Track and report on key performance indicators related to portfolio value realization.
  • Prepare analyses, dashboards, and reports to communicate portfolio value insights to leadership.
  • Contribute to the continuous improvement of value management processes and practices.
  • Stay informed on best practices and industry trends in value management and portfolio optimization.

The salary/hourly range is $103,700.00 – $134,460.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
