NOTE: This position is a tiered position. Incumbents will have a position level assigned based on their skills and experience, and in alignment with position development plans. Position placement is at Amtrak’s sole and absolute discretion.


This position is headquarted in Washington DC however there is eligibility to work remotely with the understanding that there will be travel associated with this role. 


Responsible as primary contact for assigned labor agreement administration in a team environment, including serving as Amtrak’s spokesman in meetings with Labor Representatives to review and respond to cases involving discipline, claim and grievances appeals for single and/or multiple labor agreements, including written and/or verbal advocacy for cases advanced to arbitration.  Also responsible for special projects, including cross crafts, negotiations support and labor economic analysis/costing, under the direction of leadership.  




  • Investigates and researches areas of concern arising in the business of labor relations and responsible for preparing timely decisions on claim, grievance and discipline appeals.  
  • Supports and responds to inquiries from managers about interpretations of labor agreements; conducts problem solving in the labor relations area amongst managers and/or union representatives to improve relations; and participates in special projects and labor economic analysis in furtherance of contract handling, training and cross functional/Department initiatives at Corporate and divisional levels.  
  • Prepares cases, including written submissions-positions, and presents cases before arbitration panels.  
  • Prepares for and participates in negotiating sessions and assists the VP and/or Sr. Managers Labor Relations in negotiation of agreements with Labor Representatives, including in major wage and rule rounds of bargaining. 




  • Bachelor’s degree in Business Administration, Industrial or Labor Relations or equivalent combination of education, training, and/or work experience.  
  • 6 years demonstrated experience in labor relations field, such as contract administration, grievance handling, problem resolution and/or counsel and advice to line managers and analysis of contract language and labor economic analysis/costing.   
  • Excellent verbal and written communication skills.  
  • Interpersonal communications skills across departments. 
  • Ability to manage difficult or emotional customers. 
  • Proficiency with databases and search engines Microsoft Office,Word, Excel, PowerPoint.  
  • Comprehension of general labor agreements, principles of railroad contract construction and relevant legal guidelines and costing-quantitative analysis of contract terms. 
  • Ability to analyze and evaluate relevant legal guidelines and correctly apply these principles to relevant facts of cases. 
  • Ability to produce high volume and quality work within contractual deadlines.  
  • Must be a self-starter, self-motivated. 
  • Must have demonstrated experience in managing a highly contested discipline defense.
  • Must have experience in exercising discretionary judgment.  




  • Master’s Degree in Business, Industrial Relations, Legal, HR, Communications, or JD.
  • 8+ years demonstrated experience in labor relations field, such as contract administration, grievance handling, problem resolution and/or counsel and advice to line managers and analysis of contract language and labor economic analysis/costing.   
  • Work experience in the railroad or transportation industry specifically labor agreement administration.
  • Knowledge of railroad and labor and employment laws, such as: RLA, FRA, EEOC, FMLA, ADA, OSHA. 
  • Knowledge of Amtrak labor agreements.

Physical Demands: 

  • Constantly or frequently uses a computer keyboard and monitor to perform a variety of tasks,
  • e.g., create and review documents, analyze information, e-mail, etc. 
  • Frequently performs tasks that require sitting for extended periods of time. Occasionally performs tasks that require standing and/or walking for extended periods of time.

  • Constantly communicates, comprehends and responds to verbal statements and instructions, both orally and in writing.

The salary/hourly range is $69,410 - $123,550. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
