SUMMARY OF DUTIES:
This position is responsible for the strategic and operational leadership of the Law Department’s business services function, including financial management, vendor governance, legal operations optimization, and administrative support, including submission and oversight of the department’s Annual Operating Plan (AOP), management of all vendor financial transactions, including outside counsel firms, development of business services policies, processes and protocols; utilization of business services resources available within the Law department, and all Law department office management/administration.
ESSENTIAL FUNCTIONS:
• Leads a team of business specialists in the engagement, budget tracking, and invoice/billing review of the Law Department’s external vendors, including outside counsel, surveillance firms and other vendors/contractors.
• Develops Law Department outside counsel policies and related internal protocols, including vendor engagement processes.
• Experience analyzing, developing and helping to implement legal operations workflows that improve Law Department efficiency in serving corporate clients.
• Assists in-house counsel on RFPs for legal services.
• Prepares financial reports for Chief Legal Officer and other senior Law Department staff and practice area deputies on Law Department spend.
• Responsible for e-billing issue resolution in Law’s matter management system.
• Primary POC for outside counsel for all matter management system modules.
• Assists Chief Legal Officer and other senior Law Department staff in the development of the Annual Operating Plan and collaborates with Finance and Accounting department on monthly review/planning meetings.
• Oversees the office administration function including all staff onboarding activities, office space planning, training, etc.
• Leads legal operations initiatives to improve service delivery, including process automation, knowledge management, and performance metrics.
• Partners with IT and key stakeholders to evaluate and implement legal technology solutions (e.g., contract lifecycle management, AI tools, dashboards).
• Develops and maintains KPIs and dashboards to track legal spend, vendor performance, and operational efficiency.
MINIMUM QUALIFICATIONS:
The successful candidate for this position must have:
• Bachelor’s Degree (or equivalent work experience).
• Experience developing and managing a large departmental budget.
• Experience working at a law firm or in a corporate environment in an administrator/financial role.
• Strong interpersonal, written, and verbal communications skills.
• Strong organizational skills and the ability to work under pressure, meet deadlines, and able to work independently and as a part of a team to prioritize responsibilities, take initiative and self-motivate/self-manage work and time.
• Experience with legal technology platforms (e.g., e-billing, matter management, contract management systems).
• Familiarity with legal and regulatory compliance frameworks.
• Demonstrated ability to collaborate with senior legal and business stakeholders.
The successful candidate for this position must have:
• Experience developing and managing a multimillion-dollar departmental budget.
• Expertise with Microsoft Excel, Power BI, Co-Pilot and other AI tools, and Proficiency in other Microsoft Office Suite Applications.
PREFERRED QUALIFICATIONS:
• Minimum 7 years working at a law firm or in a corporate environment in an administrator/financial role.
•Certification in Legal Operations (e.g., CLOC Core 12, ACC Legal Ops).
• Experience managing change in a legal department undergoing transformation.
• Demonstrated management supervisory skills.
• Experience working in a law firm or corporate law office.

COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
The salary/hourly range is $113,200-$146,664. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
