Job Summary
This position is for the major capital improvement projects included in the B&P Tunnel Replacement Program that will modernize and transform a four-mile section of the Northeast Corridor. It includes two new high-capacity tubes for electrified passenger trains, new roadway and railroad bridges, new rail systems and track, and a new ADA-accessible West Baltimore MARC station.
B&P Package A Tunnels scope includes 2ea approximately 2 mile long tunnels to be constructed via TBM, and other major civil work at 4 locations including: Support of Excavation (SOE), excavation and concrete structures for shaft facilities (south portal / vent, north vent, north portal); ground improvements; coordination with tunneling under Amtrak’s corridor and MTA light rail and subway; drill and blasting excavations; instrumentation and monitoring; site environmental management; and coordination with the public and adjacent contractors.
The Mgr Capital Construction is responsible for overseeing the construction phase and supporting pre-construction activities.
The Capital Construction Manager represents Amtrak on site and manages Amtrak’s protocols during the construction phase of project, and during the pre-construction phase. The general duties of this position include but are not limited to:
- Ensuring the construction is performed in accordance with the construction and design documents to best meet the goals of the project
- Deliver project on schedule and within the established budget.
- Ensure that Amtrak and B&P processes and procedures are followed.
- Review contractor submittals and other deliverables.
- Assist with coordination with other contracts, Amtrak, utilities, etc.
The CCM may be one of the Contracting Official’s Technical Representative (COTR) for the Package A Contract(s), and will be responsible for monitoring Contractor’s performance
Essential Functions
- Review contract design documents and submittals.
- Review and understand contractors site specific preactivily plans.
- Direct, manage, and coordinate construction activities to ensure that critical issues are addressed and properly resolved.
- Work with an OCM to ensure that contractors execute the project in accordance with the agreed upon scope, costs, and schedule.
- Work with the Delivery Partner consultant team which includes monitoring work for compliance with their schedule, budget, technical, safety, and legal requirements.
- Provide regular (as required) project status reports addressing forecasted and actual project costs.
- Address project schedule and any changes in project status.
- Resolve design and field construction problems.
- Host or attend progress meetings and report on contract status.
- Review contractors’ requests for change and if appropriate, prepare contract change notices with appropriate justifications.
- Assist with negotiation of change orders.
- Coordinate with other departments to ensure adequate resources are available to support, as well as obtain track outages, and ensuring the labor forces are available as planned and scheduled.
- Assist with outages planning and guidance.
- Update construction estimates and schedules and aid with preparation of same as needed.
- Be present for the commissioning of the construction, testing, startup, and transfer of operational procedures for projects and programs.
- Communicate, implement, promote, and enforce safety rules, policies, and procedures in support of the corporation's safety vision and goals
- Prepare force account estimates and track force account labor, material, and other resources as needed.
Knowledge, Skills, and Abilities
- Supervisory experience in the management of construction contracts.
- Extensive practitioner experience with construction and construction management.
- Demonstrated ability to manage multiple priorities under tight constraints.
- Must have the ability to coordinate efforts with other technical disciplines and have knowledge of scheduling, budgeting, and estimating.
- Possess strategic and tactical skills required for planning and executing complex project work.
- Strong leadership required, encompassing effective communication, motivation, and team building/team performance skills.
- Strong Safety Focus.
- Demonstrated experience in using PC-based word processing, spreadsheet, and presentation software (e.g. Word, Excel, PowerPoint) sufficient to prepare effective business analyses and presentations.
- Excellent written and verbal communication skills.
- Ability to work effectively with internal and external stakeholders.
- Valid driver’s license
Minimum Qualifications
- Bachelor’s Degree required or equivalent combination of training, education and relevant experience may be considered in lieu of a degree.
Plus
- 7 years of relevant experience required
- 9+ years of relevant experience preferred
Preferred Qualifications
- Demonstrated construction experience in a railroad environment
- Significant experience in construction management
- Experience in delivery of heavy civil infrastructure projects. For this Package A Tunnels contract experience in more than one of the following is Preferred:
Support of excavation, controlled rock blasting, concrete structures, ground improvement, TBM tunneling, SEM tunneling, instrumentation and monitoring
Environmental Conditions/Physical Demands
- Combination of Office and field environment. Position is subject to respond to emergencies in all weather conditions 24/7. During construction, presence on project sites is required
- The B&P project is located in Baltimore, MD
- Work schedule is 4 days a week in the office/site with 1 day remote.

The salary/hourly range is $113,200.00 – $146,664.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
