SUMMARY OF DUTIES:
The Northeast Corridor Commission is seeking a highly motivated candidate to join its hard-working and enthusiastic staff. The Commission was established by Congress in the Passenger Rail Investment and Improvement Act of 2008 to coordinate among agencies that share the region’s core rail network. With historic funding from the Infrastructure Investment and Jobs Act (IIJA), corridor stakeholders are now advancing the most ambitious NEC capital investment program in decades, supported by the Commission’s collaborative planning, cost-sharing, and interagency coordination processes. While the Commission is administratively hosted by Amtrak, it is an independent team of transportation professionals.

 

The Business Services Specialist ensures efficient day-to-day business operations for the Commission staff organization, provides operational support to the Executive Director and other senior staff, and manages certain administrative functions in the areas of financial/grants management, human resources, and facilities/real estate in coordination with the Deputy Executive Director. This position is also responsible for start-to-finish logistical planning and coordination for the Commission’s quarterly meetings and maintaining up-to-date contact information for Commission members and their support staff.

 

ESSENTIAL FUNCTIONS:
•    Ensure efficient day-to-day business operations; support development and application of organizational practices and processes that align with applicable workplace standards (e.g. OSHA and Federal and DC Labor Law postings); maintain safety and emergency procedures.
•    Maintain office supplies inventory by checking stock to determine inventory level, anticipating needed supplies, evaluating new office products, placing orders for equipment and supplies, and verifying receipt of supplies.
•    Manage day-to-day engagement with building management to address any issues within the Commission’s office space. Coordinate with Amtrak’s facilities support services, as needed, to resolve issues. Support office re-locations and office space preparation, as applicable.
•    Ensure all office equipment operates as intended by completing preventive maintenance requirements, troubleshooting malfunctions, managing repairs, and evaluating new equipment. 
•    Provide operational support to the Executive Director and other senior staff, including maintaining calendars, scheduling meetings, completing employment verifications, arranging travel, obtaining travel authorizations, and preparing expense reports. Assist with other support activities, as needed.
•    Ensure compliance with all purchasing/procurement standards and eligibility requirements pertaining to the FRA’s grant agreement with Amtrak to support the Commission.
•    Verify Commission expenditures and their grant reimbursement eligibility each month, initiate corrections as required, and support responses to financial audit requests. 
•    Manage logistical aspects of new employee onboarding, including equipment/supplies procurement, office space preparation, business travel enrollment, and badge provision.
•    Manage logistical aspects of employee off-boarding by completing all required paperwork and reclaiming all equipment/supplies and badges.
•    Manage start-to-finish logistical planning and coordination for the Commission’s quarterly board meetings, including finding and securing venues, negotiating meeting-related contracts with venues and suppliers, managing budgets, overseeing all day-of logistics, and processing invoices, payment requests, and expense reports.
•    Maintain up-to-date contact information for Commission members, alternates, and their support staff. Manage Commission email and contact lists.  

 

MINIMUM QUALIFICATIONS:
•    Bachelor’s degree in Business Administration, Public Administration, Human Resources, or a related field. 
•    Work experience in administrative / business support services or related field. 
•    Proficiency in MS Office, including Excel, Power Point, Word, and Outlook.
•    Demonstrated strong verbal and written communication skills.
•    Demonstrated high level of interpersonal skills to handle sensitive and confidential material and situations.


PREFERRED QUALIFICATIONS:
•    5-7 years of work experience, ideally in passenger rail and/or public transit industry. 
•    Working knowledge of all Amtrak financial software systems.

•    Location: Preferred location is Washington DC.

Must have excellent oral and written communication skills.

 

The salary range is $65,500-$84,888. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary.
