SUMMARY OF DUTIES:
The Northeast Corridor Commission is seeking a highly motivated candidate to join its hard-working and enthusiastic staff. The Commission was established by Congress in the Passenger Rail Investment and Improvement Act of 2008 to coordinate among agencies that share the region’s core rail network. With historic funding from the Infrastructure Investment and Jobs Act (IIJA), corridor stakeholders are now advancing the most ambitious NEC capital investment program in decades, supported by the Commission’s collaborative planning, cost-sharing, and interagency coordination processes. While the Commission is administratively hosted by Amtrak, it is an independent team of transportation professionals.

 

The incumbent will oversee and manage core operations and technology-related functions for the Commission staff organization and lead special projects and initiatives pertaining to Commission Policy / governance, organizational strategic planning, member experience and engagement, and other topics falling outside the purview of Commission project teams.

 

Operations-related functions include coordinating internal preparation for quarterly Commission and committee meetings; managing Cost Allocation Policy reauthorizations and mid-term reviews; and overseeing the development and maintenance of internal staff policies, procedures, and official records administration. Technology-related functions include administering the Commission’s public-facing website, capital project database and associated dashboards, and internal and external SharePoint sites. The incumbent will also serve as the main interface between the Commission staff organization and its technology provider / IT service desk. The position will advise Commission leadership on the organization’s technology needs, solutions, and opportunities to enhance internal and external users’ experience with the Commission’s website, dashboard, and other work products.

 

The role requires excellent oral, written, and visual communication skills, meticulous attention to detail and organization, and strong critical thinking skills. It also requires expertise in leading office technology systems and software, database/data management solutions including system configuration, visual analytics platforms, SQL and other programming languages. Direct experience with and/or demonstrated interest in passenger rail and public transit is preferred.

The preferred location for this position is Washington, DC; however, there may be flexibility to locate the position in New York City, NY or Philadelphia, PA. Travel will be up to about 20%. Applicants should submit a resume and cover letter at the link provided.

 

ESSENTIAL FUNCTIONS:
• Lead special projects and initiatives pertaining to Commission Policy / governance, organizational strategic planning, member experience and engagement, and other topics falling outside the purview of Commission project teams.
• Manage and coordinate Cost Allocation Policy reauthorizations and mid-term reviews.
• Lead internal planning for and coordination of quarterly Commission and committee meetings (agenda development, meeting materials, member preparation, etc.).
• Administer the Commission’s public-facing website, capital project database and associated project dashboards, and internal and external SharePoint sites. 
• Advise Commission leadership on the organization’s technology needs, solutions, and opportunities to enhance internal and external users’ experience with the Commission’s website, dashboard, and other work products.
• Serve as the main interface between the Commission staff organization and its technology provider / IT service desk. 
• Develop, maintain, and administer internal staff policies and procedures, including those related to data usage and governance.
• Develop and maintain technology inventories for the organization.
• Oversee Commission records administration and ensure all files are saved in accordance with the National Archives and Records Administration requirements.
• Develop and provide technology access, training, and troubleshooting support to internal and external staff, including the development of user guides.
• Support working groups and other Commission initiatives with staff at various levels and in various roles and departments.

MINIMUM QUALIFICATIONS:
• Bachelor's degree in public administration, public policy, computer science, information technology, or related fields from an accredited college or university. 
• Minimum 10 years of relevant work experience, ideally with the passenger rail or public transportation industry. Relevant master’s degree may count towards two years of experience.
• Advanced knowledge of Microsoft Office 365 and other leading office technology software and systems.
• Advanced knowledge of visual analytics platforms, such as Power BI and Tableau.
• Advanced knowledge of Adobe Creative Cloud.
• Advanced knowledge of SQL and other programming languages.
• Advanced knowledge of database system configurations and administration tools, such as DBeaver.
• Excellent organizational, critical thinking, and project management skills.
• Ability to analyze and solve problems independently, identify potential process improvements, and work in a highly collaborative team environment.
• Strong written and verbal communication skills, including the ability to translate technical analyses into meaningful and appropriate information for different audiences and purposes (staff-level coordination, executive-level action, education for elected officials and the public, etc.).


PREFERRED QUALIFICATIONS:
• Master’s degree in public administration, public policy, computer science, information technology, or related fields from an accredited college or university.
• 12 years of relevant work experience, ideally with the passenger rail or public transportation industry. Relevant master’s degree may count towards two years of experience.
• Understanding of or interest in NEC Commission activities and/or Northeast Corridor rail operations.
• Direct experience managing consultants in delivering professional services projects.


WORK ENVIRONMENT:
• Up to 20%.
• Location: Preferred location is Washington DC; however, there may be flexibility to locate position in New York City, NY or Philadelphia, PA.


COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.

 

The salary/hourly range is $135,800-$176,040. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary.
