This position can be located in either Washington D.C., Wilmington DE, Philadelphia PA, Baltimore MD, Boston MA, or New York, NY.

 

SUMMARY OF DUTIES:
As a key member of the Contract Management Center of Excellence, this role will be interfacing and supporting the CAPD project teams on contract management and compliance to Amtrak’s contract management procedures.  This role will manage and delivery of the contract management handbook documentation for the Contract Management Center of Excellence. This role will be developing and rolling out new procedures, guidelines, training aids, and delivering training to the project Contract Managers, Contracting Officer Technical Representatives (COTRs), and Project Managers within Capital Delivery (CAPD). The Principal Contract Administrator will serve as a subject matter expert for CAPD users for the Enterprise Project and Portfolio Management (EPPM) and other Amtrak systems utilized by CAPD to manage the construction contracts. This role will regularly solicit lessons learned, update procedures, train new CAPD project team members, and issue communications to the CAPD organization regarding contract management procedures and best practices. 

 

ESSENTIAL FUNCTIONS:

  • Develop and roll out new procedures, guidelines, training aids, and deliver training to the Project Contract Managers, COTRs, and PMs.   
  • Develop and manage the PDCM CM documentation and SharePoint site.  
  • Update contract management procedures based on lessons learned from projects or gaps identified in the processes. 
  • Train new CAPD project resources on contract management procedures and Amtrak systems supporting projects as part of CAPD onboarding.   
  • Serve as an EPPM and Amtrak system subject matter expert for the CAPD project teams.  
  • Develop and issue regular communications regarding contract management best practices, helpful hints and quick reference guides.  
  • In conjunction with the Procurement & Supply Chain team and Law, develops, disseminates, and implements contract management best practices. 
  • Effectively creates and uses written material, oral presentations and verbal interchange, and be at ease working with business leaders and executive staff. 
  • Ensure contract compliance with applicable laws and regulations, including FAR, across the CAPD portfolio. 
  • Conducts regular workforce analysis with CAPD project delivery and engineering teams to ensure appropriate COTR and CM resources are in place to support CAPD projects. 
  • Work with the project teams to foster compliance to contract management procedures and monitor compliance. 
  • Work proactively and collaboratively with other Amtrak departments to update CM procedures and links when departmental procedures are updated.

 

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in business, supply chain, engineering, construction management, communications or related field of study with a minimum of 7 years of relevant work experience or any equivalent combination of education and experience. 
  • Demonstrated knowledge and understanding of financial concepts and business process issues. 
  • Demonstrated change management skills to facilitate internal communications between relevant departments to effectively manage project development. 
  • Excellent listening, interpersonal, written, and oral communication skills to enable interaction with senior Amtrak management and all levels within CAPD, Procurement, Law and other departments. 
  • Logical and efficient, with keen attention to detail. 
  • Highly motivated and self-directed 
  • Ability to collaborate and ensure input from different departments in work product. 
  • Ability to organize departmental documentation and records into a logical structure for CAPD project teams to easily find and utilize. 
  • Must have work authorization in the United States 
  • Experience administering various contract types and sizes within the architecture, engineering and construction industry. 
  • Able to build constructive and effective relationships and use them to maneuver through complex situations. 
  • Strong decision-making and problem-solving skills. 
  • Excellent communication skills – oral and written.  
  • Experience developing and rolling out procedures and training materials. 
  • Ability to effectively manage in a fast-paced environment with frequently changing priorities  
  • Embraces learning new tasks, both complex and simple, to maintain effectiveness in this position. 
  • Working knowledge and proficiency in PC based applications, including SharePoint, Microsoft Word, Excel, Visio, PowerPoint, MS Project. 
  • Working knowledge of financial and business systems including, but not limited to SAP, Ariba, Masterworks, Procore and other equivalent systems. 

 

PREFERRED QUALIFICATIONS:

  • Experience managing contracts in the transportation industry environment 
  • Infrastructure construction program management office experience 
  • CPCM, PMP, CCM, or other relevant certification in good standing preferred, but not required. 
  • Knowledge of FAR and other government regulations. 
  • Proven record of accomplishment improving business processes and delivering measurable results. 
  • Infrastructure construction program management 
  • Transportation industry experience preferred but not required. 

 

WORK ENVIRONMENT:

  • Works inside a climate-controlled environment. 
  • Uses a personal computer to access standard office automation software and Amtrak-specific applications to perform a variety of tasks, including communications, creating and reviewing documents, and analyzing information. 
  • Performs tasks that require sitting for an extended period. 
  • Ability to work under pressure. 
  • Requires travel via a variety of modes and work during irregular hours. 

 

COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.

 

The salary/hourly range is $113,200-$146,664. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary.
