Job Summary

The Program Manager is responsible for leading the delivery of large-scale, moderate to high-risk programs involving the implementation of IT infrastructure across newly constructed or major renovated facilities. Strong emphasis on implementing IT infrastructure in large-scale facilities using design-build delivery models and supporting multi-site deployments.

Essential Functions

  • Lead planning and delivery of multi-project IT infrastructure programs, ensuring successful implementation of servers, networking, Wi-Fi, cameras, access control, and associated hardware across large facilities.
  • Lead design-build delivery of IT infrastructure across large-scale facilities.
  • Coordinate closely with construction and engineering teams to align IT scope with facility build schedules.
  • Ensure seamless integration of IT systems with operational technology supporting AIRO readiness.
  • Coordinate multiple project teams, vendors, contractors, and internal stakeholders to deliver critical milestones on time and within defined parameters.
  • Oversee project and program schedules, identify interdependencies, and proactively manage risk, issue resolution, and change control.
  • Ensure program alignment with enterprise governance processes, providing structured oversight of scope, schedule, and quality.
  • Collaborate with engineering, construction, operations, and technology teams to support facility readiness and integration of IT systems.
  • Provide metrics-driven reporting, status updates, and executive-level communication across organizational levels.
  • Identify process improvements, standardize planning approaches, and optimize delivery methods to enhance efficiency and program outcomes.
  • Use expert-level Excel and scheduling tools (e.g., Microsoft Project) to manage timelines, reporting, and program documentation.
  • Support resource prioritization and sequencing across large and small initiatives, balancing workload across a portfolio that includes major capital projects and smaller, concurrent efforts.

Minimum Qualifications

  • Bachelor’s Degree or an equivalent combination of education, training, and/or relevant experience.
  • Plus 6 years of relevant work experience.
  • Proven experience implementing IT infrastructure (servers, networking, Wi-Fi, cameras, access control) in large-scale facilities.
  • Demonstrated experience managing multiple simultaneous projects or programs.
  • PMP certification
  • Advanced proficiency in Excel and experience using project scheduling tools such as Microsoft Project.
  • Strong communication, stakeholder management, and cross-functional coordination skills.

Preferred Qualifications

  • Bachelor’s Degree or an equivalent combination of education, training, and/or relevant experience.
  • Plus 8 years of relevant work experience.
  • Experience in large-scale capital or construction programs with IT infrastructure components.
  • Transportation industry experience is a plus, not required.
  • Familiarity with design-build project delivery and coordination with engineering/construction teams.
  • Familiarity with specialized portfolio/program tools (e.g., Microsoft Project, Planview, MasterWorks, etc.)
  • ITIL certification is a plus, not required.

Knowledge, Skills, and Abilities

  • Expert knowledge of program and project management practices, including scope, schedule, and dependency management for complex capital or infrastructure programs.
  • Strong understanding of IT infrastructure components (servers, network equipment, structured cabling, Wi-Fi systems, cameras, physical security systems).
  • Ability to lead multiple project teams, vendors, and stakeholders, driving alignment across competing priorities.
  • Excellent written and verbal communication, with the ability to influence at all levels and present effectively to leadership.
  • Strong analytical and quantitative skills with the ability to develop, interpret, and act on project metrics and performance indicators.
  • Proficiency in identifying process gaps and implementing improvements to enhance program execution.
  • Strong leadership and interpersonal skills with the ability to build trust, drive accountability, and navigate complex technical and organizational environments.
  • Ability to manage dependencies between IT infrastructure and construction schedules in large-scale environments.

The salary/hourly range is $113,200.00 – $146,664.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
