SUMMARY OF DUTIES:

 

Over 37 million people pass through Washington Union Station (WUS) each year, making it one of the busiest intermodal transportation centers in North America.  Amtrak and its partners are undertaking a comprehensive improvement initiative comprised of multiple projects to increase capacity, enhance safety/security and improve railroad infrastructure at WUS.        

 

Under the direction of the Director Portfolio Management, WUS, the Senior Design Manager will function as the design executive and subject matter expert for Amtrak’s WUS portfolio.  The individual is responsible for design aspects of assigned projects on behalf of Amtrak for the ongoing redevelopment of WUS.  The incumbent shall have a thorough and demonstrated knowledge of complex building projects similar to WUS.          

 

This position requires the ability to work independently from inception through completion, collaborate with stakeholders and project partners, build consensus, identify, manage, and control change, as well as support the development and procurement of contract documents, fit-for-purpose construction documents, and audit work for quality assurance.  The role requires continual monitoring and progressing of multiple projects in parallel from the design phase through construction.

 

ESSENTIAL FUNCTIONS:

  • Oversee and provide direction of the design process from concept through delivery on multiple projects in parallel. Ensure compliance with Amtrak standards and guidelines and all applicable federal/state/regional regulatory agencies requirements.
  • Develop and evaluate solicitation documents including BODs, RFQs and RFPs in support of the Portfolio.  These solicitations may include Design Build (DB), Progressive Design-Build (PDB); Design-Bid-Build (DBB); Construction Manager-at-Risk (CMAR); and Public-Private Partnership (P3) forms of project design, build, delivery and operations.
  • Engage with internal and external stakeholders (including customer service, operations, planning, real estate, engineering, transportation, local and state agencies, FRA, FTA and other partners as required) to determine project needs and priorities.
  • Manage and monitor the internal stakeholder review process. Manage expectations of competing stakeholders in a matrix organization.  Ensure alignment with project scope and limitations. 
  • Performs reviews of contractors’, GECs’ and internal schedules for proper logic, impact on service and available resources and departmental goals and objectives.
  • Process Requests for Information (RFI) and other design related project requests.  Evaluate value engineering proposals.  Develop, issue, and electronically file project and record documents, submittals. 
  • Perform technical reviews of construction submittals to ensure compliance with design intent and project requirements. 
  • Support construction administration activities. Oversee delivery of satisfactory project closeout documentation such as warranties, O&M manuals, and as-built drawings.
  • Provide regular status reports and present progress to senior leadership.
  • Develop station and back of house design standards collaborating with other Amtrak stakeholders.
  • Provide mentorship and delegate experience-appropriate tasks to direct and indirect reports.
  • Identify, document, and implement Amtrak’s requirements into projects. Obtain consensus on design decisions with internal and external stakeholders.
  • Prioritize safety and security, sustainability, resiliency and customer experience. 
  • Promote design excellence and value for the portfolio.

 

MINIMUM QUALIFICATIONS:

  • The Senior Design Manager shall have at least 15 years’ professional experience in buildings / facilities / infrastructure.  This position requires expertise in delivering solutions which integrate the most up-to-date practices.
  • The position requires the candidate have an industry accredited Bachelor of Architecture Degree (B.Arch), or Bachelor of Engineering Degree (B.Eng.Sci or similar) degree with 10+years history as a licensed architect or engineer.
  • Candidates shall have experience on all phases of multiple discipline projects and various contracting strategies including DBB, DB, PDB and CMAR.
  • Experience managing diverse and geographically dispersed groups of individuals
  • Experience showing strong interdepartmental leadership with the ability to identify problems and develop and implement solutions
  • Must have work authorization in the United States.

 

 

OTHER REQUIREMENTS:

  • Proficiency with facilities design and delivery from inception through closeout with an emphasis on requirements gathering and management, design approaches and solutions, construction documents, contractual agreements, and leading design successfully through the entire project delivery process.  
  • Experience with Microsoft Office suite, Primavera or Microsoft Project as well as the ability to be trained and become familiar with Amtrak’s requirements, systems, and software.
  • Understanding of business operations and the impact departmental actions have on corporation and operations
  • Able to understand, interpret and apply applicable laws, rules regulations, policies, procedures, budgets, contracts and labor/management agreements.
  • Expansive knowledge of building codes.
  • Conduct meetings and interviews, interpersonal communications, time management, conflict resolution
  • Communicate clearly and concisely in verbal and written form, including ability to articulate complex issues and interact with outside stakeholders as well as all levels of Amtrak
  • Capable of building rapport through the utilization of graphic, verbal, written, and other forms of communication. 
  • Effectively work diplomatically across teams with varying objectives.  Network with internal and external stakeholders and leverage relationships to resolve complex project issues
  • Facilitate and encourage objective analyses of alternative points of view to articulate the strengths and weaknesses of various business options in order to reach an informed decision
  • Exercise judgment and creativity in making decisions

 

 

PREFERRED QUALIFICATIONS:

  • Licensed Architect / Professional Engineer
  • USGBC LEED GA or AP, ENVISION
  • Project Management Institute (PMI), Project Management Professional (PMP).
  • NEPA and SHPO project history and
  • Understanding of railroad business functions, operations, and design and construction processes.
  • Previous railroad projects including stations, facilities, and properties.

  • Must have excellent verbal and written communication skills

 

The salary/hourly range is $121,910-$158,000.   Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary.
