Job Summary
The Senior Business Services Specialist for the General Law group within the Amtrak Law Department supports the Manager, Business Services in the development, input and tracking of operating and capital budgets, provides budget tracking reports for senior management and develops forecasts of facility and office related accounts. The incumbent acts as the primary point of contact for processes of the Law Department, which includes the procurement of materials and services, including office supplies, equipment, furniture, mobile devices; and supports department workspace requirements, including field offices. The position is the liaison for personal computer equipment purchase and setup and develop procedures and tracking for all departmental training efforts. This position is also responsible for the centralized submission of all Human Resources paperwork and onboarding for the General Law staff, including full delegate rights for all Managers.
Essential Functions
- Arrange travel logistics including lodging, room scheduling, and ground transportation for team meetings and training classes.
- Reviews and oversees budget, administrative and personnel matters under the direction of Manager, Business Services.
- Responsible for assisting in the development, oversight and tracking of Law Department’s operating and capital budgets. This includes budget monitoring and monthly reporting to senior management and Finance Department.
- This position has a working knowledge of applicable Amtrak and Law Department policies and services as a resource to departmental staff by preparing procedure and guidance documentation; and works with the Manager on developing and communicating appropriate Law Department policies.
- Supports Law Department supervisors with departmental recruitment efforts, including preparation of job descriptions, posting of vacancies, coordinating interviews and new employee onboarding and set up.
- Under guidance of the Manager, Business Services, the incumbent will support office management including procurement of services and materials, workplace and furniture.
- Supports training and career development within the Law Department, including scheduling training; tracking bar member status, etc. and coordinates all staff training with support departments.
- Oversee training of department personnel on Amtrak systems and serves as the department’s initiator/reviewer of purchase requisitions and blanket agreements.
- Acts as departmental liaison with blanket agreement vendors. Researching payment delays and developing procedures to improve invoices/payment process.
- Provides reports from Law’s case management system for Commercial Litigation, Labor & Employment Litigation, Commercial Transactions and Real Estate/Engineering.
- Assist the Lead Business Engagement Specialist in the review of outside counsel legal invoices for adherence to general letters of engagement and process accordingly.
- Prepare communications, such as memos, emails, invoices, reports and other correspondence.
- Comply with procurement policies to manage formal and informal procurement initiatives. Includes drafting statements of work, submission of requests through Ariba on Demand, soliciting/selecting vendors, management of vendors, and payment.
Minimum Qualifications
- Bachelor’s Degree or equivalent combination of education, training and/or relevant experience.
- Plus 3 years of relevant work experience.
Preferred Qualifications

- Plus 5 years of relevant work experience.
Knowledge, Skills, and Abilities
- Exceptional communication skills both written and verbal
Proficiency with Microsoft Office Suite (e.g. Word, Excel, PowerPoint, Outlook, SharePoint, Visio) - Ability to multi-task and exercise considerable judgment and initiative
- Knowledge of business systems such as Ariba on Demand and Concur
- Excellent organizational and problem-solving skills
- Self-motivated and able to work and prioritize independently
The salary/hourly range is $78,600.00 – $101,844.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
