SUMMARY OF DUTIES:
The Senior Director Northeast Corridor is responsible for providing direction, leadership and guidance for the activities associated with Amtrak rolling stock maintenance and servicing within the transportation region of the Northeast Corridor, specifically Boston, New York, Philadelphia and Washington, DC. The position has oversight of the agreement and non-agreement workforces responsible for the processes and results emanating from various inspection, servicing and repair functions designed to enhance equipment reliability that will positively and continuously impact customer satisfaction. This role will collaborate with the SD&O leaders of the region in the achievement of joint business objectives and priorities.
ESSENTIAL FUNCTIONS:
· Oversees mechanical operations teams responsible for maintaining and servicing Amtrak Rolling Stock on the Northeast Corridor.
· Oversee the facilities maintenance teams where rolling stock is maintained and serviced.
· Overall responsibility for regulatory compliance and adherence to Amtrak standards and policies.
· Directs technical teams and manages technical correspondence within territory.
· Directs technical assistance to the terminals and shops and also on in-sourced projects as required.
· Oversees compliance with Safety rules and regulations and established and enforces accountabilities.
· Establishes clear responsibilities for team members and establishes roles and responsibilities to achieve company goals.
· Collaborates with internal and external partners to resolve issues with rolling stock based on data to establish continuous improvement and enhanced business results.
· Directs, tracks, and measures teams required to complete OEM / RSE technical projects.
· Resolves field problems with existing and new equipment utilizing OEM / RSE technical guidance.
· Directs the review and modification of operator and maintenance manuals and instructions, and identifies replacement components, including qualifying vendors and products.
· Directs the development and review of equipment test procedures and the conducting of equipment tests.
· Maintains frequent contact with vendors/builders and interaction, including, but not limited to: Mechanical, Purchasing, Material Control, Quality Control, Legal Operations at all required levels in the Corporation. These activities include but are not limited to: understanding and balancing needs among departments, influencing design, introducing new ideas and improvements, reviewing alternatives, and evaluating costs/benefits.
· Directs inspection and mechanical service activities with internal constituencies such as Transportation Operations and Rolling Stock Engineering and local commuter, regional, and state organizations as appropriate.
· Maintains strict oversight of maintenance alerts, FRA and FDA regulatory requirements, supplier maintenance instructions, and SMPs.
· Oversees the development and implementation of inspection and mechanical service-related safety plans and programs designed to reduce injuries and change behaviors.
· Develops and implements inspection and mechanical service best practices and procedures.
· Develops and implements inspection and mechanical servicing quality assurance and control procedures.
· Oversees planning, integration, inter-departmental and agency coordination, and implementation of inspection and mechanical service programs and practices across disciplines to determine performance levels, marketplace competitiveness, and annual maintenance and capital and reimbursable budget utilization.
· Oversees the development and implementation of goals and objectives required to safely and efficiently complete inspection and mechanical service programs and projects within scope, schedule, and budget.
MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:
• Demonstrated process management experience.
• Demonstrated experience modifying and maintaining existing vehicles or long-lived, complex, capital equipment.
• Demonstrated experience in railway rolling stock maintenance in technical roles involving inspections, commissioning new rolling stock, troubleshooting, and turn-around servicing on late model diesel-electric, electric, or turbine-electric-hydraulic locomotives with microprocessor controls.
• Demonstrated, multi-year experience directing engineering and industrial design professionals.
• Knowledge of and experience in accepted railway industry quality standards and the ISO quality procedure.
• Demonstrated experience in the contractual aspects of procurement
• Knowledgeable in areas of North American railway safety and regulatory practices including, but not limited to the AREMA, FTA, FDA, AAR and FRA rules.
• Basic knowledge of environmental regulations, signal rules, electric traction, NORAC rules related to train operations and physical features of the right of ways.
• Ability to independently resolve technical problems.
• Knowledge of how vehicle systems are integrated as well as their impact on the entire functionality of the cars and locomotives.
• Proficiency in technical correspondence, including drawings.
• Strong leadership and decision-making skills.
• Strong organizational and problem-solving skills
MINIMUM QUALIFICATIONS:
• Bachelor’s degree in mechanical engineering or related field required or equivalent combination of education and training and relevant experience may be considered in lieu of a degree.
• Demonstrated experience in project and inventory management; technical supervision; quality control; planning, organizing, and scheduling for procedural and operational methods.
• Extensive leadership experience.
• Demonstrated knowledge and experience related to safety program methodology and its application
• Demonstrated experience in transportation, aeronautical, or major electrical equipment engineering.
PREFERRED QUALIFICATIONS:
• Master’s degree in Engineering or a related field.
• 13 or more years of relevant experience preferred.
• Registered Professional Engineer.
• Member of AAR, IEEE, ASME, SAE, ASHRAE, or similar technical committees
• Experience demonstrating knowledge of QA Standards including ISO 9000, AAR M-1003, MIL STD 9858A.
• Significant knowledge of hospitality or travel industry operations.
• Significant knowledge of domestic and international railway engineering regulatory requirements.

• Will be in the field subject to walking on uneven surfaces, climbing over obstacles, and working in tunnels and restricted spaces during the course of investigations.
• Will be in the field working around maintenance facilities and rail yards during the course of investigations and remediation implementation.

The salary/hourly range is $187,500-$242,892, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
