Job Summary

The Senior Director of Operations Planning leads Service Delivery & Operations’ involvement in the service planning process. The incumbent is responsible for maximizing asset utilization without violating operational parameters that jeopardize on-time performance or cause service cancellations due to equipment shortages. Works closely with SD&O departmental leadership to maximize asset availability efficiently and is responsible for developing and executing decommissioning plans to retire legacy fleets as new fleets are acquired to minimize maintenance costs without jeopardizing continuity of service. This position is the focal point within SD&O for the service planning process while also identifying ways to improve productivity. The incumbent collaborates closely with Sr. Dir. Workforce Planning and Sr. Dir. Operations Research to optimize SD&O resource allocation and ensure that any constraints identified during the planning process are continually challenged to find cost effective solutions that will mitigate the constraints.

Essential Functions

• Leads strategic planning for network wide operational capacity, ensuring readiness for future service demands and capital projects
• Delivers strategic high-fidelity written assessments of operational capacity and constraints relative to service planning proposals that meet the deadlines of the service planning process, identifying the resources that would be needed to operate the proposal (fleet, workforce, maintenance facility capacity, terminal capacity, etc.)
• Streamlines and standardizes processes and data-driven tools used in the development of those capacity assessments to accelerate responses while providing SD&O leadership with transparent oversight to maintain alignment with primary objectives (safety, financial and performance reliability)
• Works closely with Operations Research and DT to build out longer term advanced analytical tools and applications to maximize automation of capacity and constraint assessments
• Represents SD&O on inter-departmental processes (with Capital Delivery and Commercial) that align infrastructure maintenance outage plans with service plans
• Develops initiatives in partnership with SD&O VPs to address capacity limitations on the critical path to meet service planning proposals

Minimum Qualifications

• Bachelor’s Degree or equivalent combination of education, training and/or relevant experience. Plus 13 years of prior relevant work experience.

Preferred Qualifications

• Bachelor’s Degree or equivalent combination of education, training and/or relevant experience. Plus 15 years of relevant work experience.

Knowledge, Skills, and Abilities

• Extensive knowledge of Amtrak and Host Railroad operations, route structure, operating rules including hours of service and FRA mandated guidelines.
• Expertise in fleet asset deployment, maintenance, rotation, and decommissioning strategies.
• Leadership experience managing a transportation network and the logistics involved in positioning fleet and crews to deliver service safely and consistently. 
• Proficiency with Amtrak systems (ARROW, LMS, ILMS) and workforce management.
• Strong understanding of regulatory requirements and collective bargaining agreements; experience engaging labor leadership.
• Proven leadership in behavior‑based safety culture, with strong decision‑making and organizational skills.
• Effective communicator with advanced writing, presentation, and interpersonal skills; adept at issue escalation.
• Technical proficiency in Tableau, Salesforce, Word, Excel, and PowerPoint.

The salary/hourly range is $187,500.00 – $242,892.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
