Job Summary
This position is for the major capital improvement projects included in the Frederick Douglass Tunnel (FDT) (B&P Tunnel Replacement) Program that will modernize and transform approximatley a ten mile section of the Northeast Corridor. It includes two new high-capacity tubes for electrified passenger trains, new roadway and railroad bridges, new rail systems and track, and a new ADA-accessible West Baltimore MARC station. Under the direction of the AVP – FDT, the Sr Director of Program Management, will be responsible to oversee a multi-disciplinary team of design, program and construction management personnel to ensure delivery of the FDT Package A - Tunnels consistent with Amtrak’s Capital Delivery goals of safe, on scope, on-time and on budget project delivery. This position will develop and direct an execution team, including Amtrak and consultant personnel, to ensure the program stays within the approved scope, schedule, and budget, and ensure adequate and timely support is obtained from other functions. The Sr Director is responsible for project management, support of contracting processes, design management, construction, and commissioning of infrastructure assets within the assigned scope of the program. This position will also conduct outreach, coordination and collaboration with the Federal Railroad Administration (FRA), state partners, and other stakeholders, as necessary. This role requires on-site presence in the Baltimore Project Office (and/or active field locations) four days per week.
Essential Functions
- Execute $1B+ scope of work as part of the FDT infrastructure program.
- Responsible for development and assignment of people and resources to project team to ensure work is executed as planned – safely, deliveringhigh quality assets, on time and on budget.
- Responsible for application of department policies and procedures related to construction safety, project management, construction managementand contractor management, including training and development of staffto implement new procedures.
- Will have primary responsibility for managing a major Construction Manager At-Risk (CMAR) contractor, reporting on contractor performance, and alerting senior leadership to any potential changes or contract modifications.
- Provide financial project performance and forecast reports to senior executives. Work with senior leaders to contribute relevant data to support annual planning activities
- Identify and evaluate the risks associated with project activities and work across the organization to establish and monitor mitigation plans.
- Establish collaborative partnership among stakeholders to enable scoping, financial and resource decisions.
- Develop and maintain required project management artifacts in accordance with Amtrak Project Management standards and applicable regulations.
- Coordination and collaboration with the Federal Railroad Administration, state partners, Congress and other stakeholders, as necessary to support effective project delivery.
- Maintain a teamwork environment within all peers. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of project management.
- Drive evaluation and impact assessment of identified project risks to enable project team with applicable data for development of risk mitigation plans and contingencies.
- Monitors actuals and works with other peers to review forecasting against budgets.
- Supports Executive status review meetings, Governance and Change Control Boards.
- Adheres to Amtrak Enterprise Project Management methodology.
Minimum Qualifications
- Bachelor’s Degree required OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree.
PLUS
- 13 years of relevant experience required
- 7+ years of relevant tunneling experience preferred
Preferred Qualifications
- Bachelor’s degree in engineering, construction management, business or related field.
- Master’s degree in business, engineering or construction management
- 13+ years of experience leading the development and/or delivery of heavy civil and rail projects (design, construction and/or rehabilitation).
- PMP Certification
- Experience with capital delivery within railroad operating environment preferred.
- Technical expertise in tunnel design and construction, including experience resolving complex technical challenges.
- Knowledge of contracts and contract administration including its assessment and implementation at each phase of the project.
- Experience managing programs in the transportation industry environment
Knowledge, Skills, and Abilities
- Expert level experience in major construction project management, engineering and/or construction for heavy civil projects.
- Deep understanding of the construction industry/market, effective contract management and how to drive progress and project performance.
- Experience working in multiple project delivery models (DBB, DB, CMAR, Delivery Partner) and variety of project sizes (range ~$100m to $1b+)
- Understanding of the contract terms for various delivery models and able to identify contract risks and opportunity.
- Strong Leadership skills, with proven ability to build teams, lead technically and/or politically challenging projects.
- Expert ability to properly structure and resource projects and programs to ensure safe, effective execution.
- Master of collaboration, team building, and strategic alignment across all levels of both internal and external organizations and with a track record of successful and diplomatic coordination across myriad stakeholders with competing objectives.
- Ability to partner with multiple stakeholders and project partners while ensuring Amtrak’s strategic interests are achieved and cost, schedule and scope outcomes are achieved.
- Executive Level Proficiency in Project Management core competencies: (scope, schedule, budget, risk, quality, integration, resource management, prioritization, continuous improvement, and communications).
- Executive level oral and written communication skills across all levels of internal and external stakeholder groups.
- Ability to organize and present executive, board and congressional level reports, proposals, and other related information.
- Effectiveness working diplomatically across teams with varying objectives.
- Ability to organize and present project portfolio reports, proposals, and other related portfolio information.
- Proficient computer skills (i.e., Windows environment, Microsoft Office, PeopleSoft, Oracle, etc.) and strong business administrative skills (i.e. presentations, report and letter writing, time management, etc.)
The salary/hourly range is $187,500.00 – $242,892.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
