SUMMARY OF DUTIES:

 

The Sr Director, Program Management Office is a senior member of the Program Development & Project Services (PDPS) leadership team, responsible for oversight of program management and project management activities across Capital Delivery (CAPD). The CAPD portfolio is a large-scale mega-complexity program, which encompasses multiple inter-dependent projects and sub-projects aligned and sequenced to deliver products and services aligned to enterprise strategic objective and/or revenue stream.  Direct reports may be individual contributors or people-managers.  This position will work under minimal Executive level supervision and have significant decision-making authority within the confines of their department, and will facilitate effective executive data-driven decision making and delivering business value for Amtrak.


ESSENTIAL FUNCTIONS:

 

  • Collaborates with internal stakeholders, regulators and vendors to facilitate appropriate reporting and consolidation of relevant data sources to enable executive decision support framework, which may include office of the CEO, Board of Directors, Federal and State regulatory agencies and Congressional Committees.
  • Manages the CAPD Capital Workforce Planning and CAPD Construction safety teams.
  • Partners closely with CAPD Executive leaders and key stakeholders to analyze program/project performance and make key strategic decisions impacting spending, revenues, resource allocations and intake of new projects.
  • Supports the hiring of program/project managers across CAPD. Coaches and mentors CAPD project managers and ensures team’s adherence and input into PM methodologies and standards.
  • Collaborates with PM peers across Amtrak to address dependencies and facilitate cross-organizational risk mitigation plans.
  • Manages communications, metrics, and reporting to ensure full program transparency in accordance with PM policy and standards.
  • Builds strong relationships within Amtrak to understand business challenges and opportunities.
  • Creates a collaborative partnership among executive leaders and portfolio stakeholders and enables resource demand planning, change management, and project pipeline planning decisions.
  • Provides input into PM best practices, tools, and ways for Amtrak to drive efficiency in order to reduce costs and add value.

 

MINIMUM QUALIFICATIONS:

 

  • Mastery of program/project management skills (project intake, resource demand planning, budget management).
  • Bachelor's degree or any combination of relevant education and work experience
  • Strong focus on collaboration, team building, and customer service.
  • Demonstrated skill running effective meetings and getting buy-in and participation from executive leaders.
  • Drives and ensures project management policies, standards and procedures are consistently followed within the team.
  • Effectiveness working diplomatically across teams with varying objectives.
  • Strong oral and written communication skills across all levels.
  • Proven success in delivering projects within budget and specified timeframes, while ensuring customer satisfaction.
  • Strong leadership skills with ability to supervise the project and program managers responsible for tactical execution of projects to ensure delivery within defined scope, quality, time and cost requirements.
  • Ability to organize and present executive-level reports, proposals, and other related program information.
  • Facilitate governance, project reviews, steering, and other project related meetings.


MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES:

 

  • Project Management core competencies: (scope, time, budget, risk, quality, integration, resource management, and communications).
  • Must have work authorization in the United States.

 

PREFERRED QUALIFICATIONS:

 

  • Graduate degree
  • 13 years relevant work experience.
  • PMP certification in good standing
  • Transportation industry experience is a plus

 

COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.

Office, 3 days a week and remote, 2 days a week.

 

The salary/hourly range is $187,500-$242,892, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
