SUMMARY OF DUTIES:

This position is for the major capital improvement projects included in the Frederick Douglass Tunnel (FDT) (B&P Tunnel Replacement) Program that will modernize and transform a four-mile section of the Northeast Corridor. It includes two new high-capacity tubes for electrified passenger trains, new roadway and railroad bridges, new rail systems and track, and a new ADA-accessible West Baltimore MARC station.  

 

Under the direction of the FDT Commercial Manager and/or the Project Director, the Project Contract Manager (PCM) will be responsible for managing the FDT Tunnels (Package A) Contractor, and serving as the chief commercial liaison between that Contractor and Amtrak’s Project Team, Procurement, Law, Finance, and other key departments and stakeholders on all contract issues to be consistent with Amtrak’s Capital Delivery goals of safe, on-time, and on-budget project delivery.  

 

The position focuses on contract management through effective contract administration, oversight, and communications.  This includes performance monitoring, identifying potential challenges to effective contract implementation, dispute resolution, and corrective action where necessary.  Invoice review and processing, accounting and audit support, and grants management will also be key components of the work.

ESSENTIAL FUNCTIONS:
Project Contract Managers are responsible for:
• Accountable for administrating construction contract over $1billion.
• Managing contracts and supplier relationships and guiding contractor priorities to ensure effective performance towards their contract terms and oversight for projects in close coordination with the Contracting Official’s Technical Representative (COTR) and Procurement team.
• Collaborate with business and execution units/delivery workstreams to facilitate the development of prime contracts. This includes active participation in proposal activities, thorough contract reviews, subcontract partnering, and comprehensive risk assessment processes.
• Facilitate smooth transition from Award to Execution with the support of the Project team throughout life of the projects.
• Review financial data for projects on a regular basis to identify projects with budgetary pressures which may need specialized contracts/claims support (in coordination with line managers and senior functional and organization managers)
• Leverage internal and external resources to administer policies and procedures consistently across all executive business units, functions, and locations.
• Analyze situations, identify, and forecast pertinent problems and evaluate realistic options; and recommend/implement appropriate course of action.
• Organize and prioritize a variety of complex projects and multiple tasks in an effective and timely manner, set priorities, and meet critical time deadlines.
•  Oversee disputed change management and claims resolution efforts.
• Support negotiations that lead to contract Change Orders / Variations
• Ensure compliance with management of vital records and relevant correspondence to support reporting, contract audit, grants management process, claims and litigations, and contract close out. 
• Managing day-to-day contractor communication, including all official correspondence, and maintaining detailed record of contractor communications.
• Support Guaranteed Maximum Price (GMP) development and negotiation with contractor, including the facilitation of independent cost estimates (ICE) by separate consultants.
• Reviewing invoices and contract deliverables for compliance with contract terms.
• Identifying upcoming/needed changes to contractor scope and contract modifications, alerting key executive staff, and determining if a contract modification is warranted in consultation with Procurement and Project Team, and negotiating with the relevant contractor.
• Lead the development of project risk registers and a process for updating the risk register to further refine and manage the risk register to promote the avoidance and mitigation of risks through commercial and other methods in close coordination with Risk and other key Amtrak departments and project stakeholders.
• Preparing weekly updates for Amtrak, Program, Procurement and Project leadership on contractor performance and noteworthy communications.
• Coordinate closely with the Procurement team, led by the Contracting Officer (CO), on all executed contract modifications and other official actions taken under the contract. Draft responses to contractor notices and claims for review with CO and support CO for finalizing and executing such notices.

MINIMUM QUALIFICATIONS:
• Bachelor’s degree or a combination of education and experience will be considered. 
• Strong infrastructure construction program and contract management experience.
• Highly knowledgeable about federal competitive procurement processes and regulations.
• Highly motivated and self-directed with the ability to manage multiple project team members, consultants, and contractors for specific initiatives.
• Advanced analytical and creative problem-solving skills, with strong focus on collaboration, team building, and customer service on commercial matters
• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders.
• Work with Delivery Team, Engineering, Supply Chain Management, Legal, and Insurance and Risk Management to assist in facilitating organizational interfaces between those performing subcontract formation and administration.
• Excellent listening, interpersonal, written, and oral communication skills.
• Ability to work independently, effectively prioritize and execute tasks while under pressure.
• Expert level proficiency in Microsoft Office Suite (Word, Excel, Visio, PowerPoint, MS Project) and enterprise resource planning (ERP) systems such as Ariba and SAP.
• Must have excellent oral and written communication skills.
• Must have work authorization in the United States


PREFERRED QUALIFICATIONS:
• Graduate degree in Business, Law, Engineering, or Construction Management.with a minimum of 9 years of relevant work experience or 12 years or more of relevant work experience without a degree.

• Construction Manager At-Risk (CMAR) or other alternative delivery procurement and contracting experience.
• Experience managing programs and megaprojects in the transportation industry environment, particularly those involving tunnel construction.
• Project Management Professional (PMP) Certification in good standing, Certified Purchasing Manager (CPM), Certified Professional in Supply Management (CPSM) certification, or an equivalent degree or certification in contract management


WORK ENVIRONMENT:
• Office building environment. Hybrid work schedule.  3 days in office, 2 days remote.
• Work in cubicle setting; stand, sit, bend, twist, use file drawers.

• Sit at computer to complete assignments, projects, and majority of tasks.
• Ability to work under pressure.
• Based in Washington, DC office to start with Baltimore being the project site office to soon open.  Occasional travel to other locations as needed.

Must have excellent oral and written communication skills.

 

The salary/hourly range is $135,800-$176.040. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
