This hybrid position can be based out of Washington DC; Wilmington, DE, or Philadelphia, PA.

 

SUMMARY OF DUTIES:
The Sr. Manager, Employee Assistance Program (EAP) is responsible for the overall success of the EAP at Amtrak. This individual will ensure that preventive behavioral health resources are readily available to employees, that mental health crisis resources are available when needed, and that the department supports the organization’s compliance with all applicable regulations. The position will oversee behavioral health programs that enhance safety and customer service and increase productivity, retention and quality of life of all employees. This position develops policies, procedures and programs designed to increase the well-being of employees and their family members.

 

ESSENTIAL FUNCTIONS:

  • Manages the daily operation of the Employee Assistance Program (EAP) which includes the supervision, development and management of the internal EAP counselors.
  • Oversees and manages the external EAP vendor to include compliance with contract, payment of services, ensuring high level of customer service to employees and managers, statistical analysis of utilization including trends, and regular meetings with clinical and account management vendor staff. 
  • Design and implement targeted programs to address stress, resilience and other mental health concerns relative to employee’s health and wellness.
  • Ensures the effective implementation of the EAP Program Policy including compliance with all Federal and State laws.
  • Drives EAP team to address safety and productivity issues related to behavioral health in the workplace through development and implementation of behavioral health programs.
  • Collaborates with other internal departments such as Medical, Drug and Alcohol, Leave Management, Labor Relations, Human Resources Business Partners and EEO.
  • Manages EAP expenses, submits accruals and ensures budget requirements are met. · Coordinates and conducts EAP trainings on behavioral health topics including drug and alcohol awareness, stress management, critical incidents and other topics as needed and/or requested.
  • Develops implements and maintains EAP protocols, processes and statistical reports as well as the EAP Program policy.
  • Provides EAP services to employees and their dependents for personal and behavioral health problems, including but not limited to alcohol, drugs, health, relationships, family, legal, emotional, stress, performance, and financial issues affecting the employee’s productivity.
  • Oversees the provision of Substance Abuse Professional assessments for DOT/FRA disciplinary referrals and safety sensitive voluntary referrals as well as providing EAP services to all employees in violation of Amtrak Alcohol and Drug Policy.
  • Maintains relationships with substance abuse and behavioral health providers in order to coordinate care for employees in need.
  • Conducts management and union consultations on complex behavioral health problems affecting the workplace.
  • Provides consultation to managers and other departments on high-risk clinical situations that arise as emergencies and/or long-term complications.
  • Collaborates with the P.I.E.R. Prevention Program, Wellness and other resources within Total Rewards to provide s amless use of all benefits and resources for Amtrak employees.
  • Oversees all aspects of Critical Incidents including monitoring compliance of the FRA approved Critical Incident Stress Plan, confirming outreach to all effected employees after an incident, coordination of CARE Peers, providing clinical resources for employees effected by a critical incident, debriefings and educating employees and management on the CISP. 
  • Participates on the Incident Response Team, provides EAP training and consultation for significant incidents.

 

MINIMUM QUALIFICATIONS:

  • Master’s Degree in Social Work, Counseling, Psychology or related field 
  • State licensure in Social Work, Counseling, Psychology or related field
  • Ten years post-masters experience in the EAP field
  • Prior experience with managing a team. 
  • Prior experience with crisis management, substance abuse assessment and behavioral health assessment.

 

MIMINUM KSA (Knowledge, Skills, and Abilities):

  • Excellent written and verbal communication skills
  • Demonstrated skills using PC-based spreadsheet (Microsoft Excel, Access); Microsoft Word, PowerPoint
  • Deep knowledge of EAP Core Technologies

 

PREFERRED QUALIFICATIONS:

  • Familiarity with DOT regulations regarding substance abuse and testing protocols. 
  • Substance Abuse Professional (SAP) Certification
  • CEAP (Certified Employee Assistance Professional)

Physical Demands:

  • Frequently uses a computer keyboard, monitor, and mouse to perform a variety of tasks.
  • Frequently sits, stands, or walks; may lift, carry, push, or pull objects of various weights; may reach, kneel, crouch, bend, or twist in order to in order to perform administrative tasks (e.g., filing, retrieving materials from desks and bookcases, moving around an office setting). 
  • Frequently walks within territory to meet with managers, supervisors, union representatives and employees.

 

Mental Demands: 

  • Constantly communicates, comprehends, and responds to verbal statements and instructions both orally and in writing. 
  • Frequently resolves problems during crisis intervention.
  • Frequently reads and analyzes hard copy and/or computer screen material and writes reports as appropriate. 
  • Conducts in person and/or telephone dialogues as appropriate in order to manage and conduct the flow of work.

 

Working Conditions:  

  • Frequently works long hours and is required to be on-call and available on an emergency basis.
  • Works in a fast-paced, time sensitive environment with frequently changing priorities. 
  • Frequently works in crisis situations requiring fast, long-reaching decisions based on incomplete information/data.
  • Handles multiple projects simultaneously.
  • Frequently or occasionally travels throughout and outside the region as required (e.g., via airplane, train, automobile).
  • Hybrid Work Arrangement (up to 3 days in office)

 

COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.

 

The salary/hourly range is $135,800-$176,040. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
