SUMMARY OF DUTIES:
The Sr. Manager, Grants Management will be primarily involved in the development, implementation, and administration of the Funds Management system. He or She will be focused on enhancements of the existing Funds Management Tool, development and implantation of a new system, automation of reporting and processes, data analytics, system maintenance and operation of financial systems. He or she will provide expertise in strategic planning, reporting, and management of different types of funding in a complex multi-billion-dollar organization. The incumbent will ensure compliance with the terms of Amtrak’s contractual agreements and with federal and state regulations governing the acceptance and expenditure of grant funds such as 2 C.F.R. 200 and manage accurate documentation processes for Single Audits.
In support of the Director, Grants and Funds, the incumbent must ensure timely fulfillment of financial and grant compliance deliverables and deadlines as outlined in funding agreements and federal grant regulations and will assist the Senior Director in the coordination of all internal and external activities working with key decision-makers within Amtrak and federal government and non-government agencies.
ESSENTIAL FUNCTIONS:
- Development, implementation, maintenance of Funds Management system
- Preparation and submission of regulatory and management reporting
- Manage and provide financial analysis; utilize data analytics tools
- Partner with other members of the Finance Team to develop forecasts, annual operating plan, five-year-plan, and budget revisions for 600+ projects that include funding assumptions
- Lead processes and contribute to the various company-wide improvements. Work with various Amtrak departments to develop and implement grant processes and procedures.
- Work with Amtrak Finance and project management community to ensure grants are set up correctly in the financial systems.
- Ensure correct allocation of fund sources in the system. Track expenditure reports and ensure expenses are consistent with the terms of the grant agreement.
- Tracks compliance with grant conditions including the timing and accuracy of reporting deliverables.
- Ensures grant-related documentation is recorded and organized, and internal review and approval processes are authenticated
- Demonstrated experience in planning, coordinating, and managing high-level meetings with multiple internal and external stakeholders
- Track and disseminate for review and action, grant adjudication and processing materials and decision documents
- Prepare and present status charts and briefings related to submitted and awarded grants
MINIMUM QUALIFICATIONS:
- Bachelor’s Degree in Finance or a related field or the Bachelor’s degree in a relevant business field, such as: Finance, Business Administration, Accounting, or Economics.
- A minimum 5 years of relevant experience in the area of financial reporting, analysis, system development, system implementation, system enhancements, data analytics.
- Experience demonstrating skill in effectively communicating financial concepts to financial and non-financial customers.
- Demonstrated experience with participation in company-wide programs/initiatives.
- Strong oral and written skills with proven ability to effectively interface with individuals at various levels within and outside the organization sufficient to exchange information, work cooperatively, facilitate understanding, and persuade and influence others.
- Demonstrated skills using Microsoft desktop applications including: Excel, Word, PowerPoint.
- System development, implementation, enhancement
- Demonstrated skills using PC-based software (Microsoft Excel, Access, Word, PowerPoint).
- Excellent analytical skills as well as written and verbal communication skills
- Ability to work in a fast-paced environment and manage multiple tasks.
- Ability to function independently and with minimum supervision and deliver sound and timely analysis
- Strong oral and written communication skills.
PREFERRED QUALIFICATIONS & WORK ENVIRONMENT:
- 11+ years of relevant experience
- Master’s Degree in Finance or a related field
- Transportation industry experience
- Exposure to SAP financial systems or other ERP systems.
- Power BI, Tableau or similar data analytics tools
- Knowledge of federal grants processes

COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
The salary/hourly range is $135,800 - $176,040. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
