Job Summary

The Organizational Change Management (OCM) Senior Manager partners with Continuous Improvement and other Finance teams to facilitate adoption of transformational technology and organizational changes through successful engagement of internal and external stakeholders. Serving as a key resource on strategic programs, the OCM Senior Manager is responsible for designing, leading, and delivering tactical and strategic change management work, including drafting and executing stakeholder management plans, stakeholder communication plans, change impact analysis, change readiness assessments, change champion identification and development, change leadership, and cultural alignment. Will partner with the Amtrak IT Department, 3rd party software providers, and Amtrak’s Learning and Development Team, as appropriate, to tailor and support delivery of training assessments and technical training to end-users directly or via train-the-trainer approaches. Implements change by utilizing excellent organizational and problem-solving skills, excellent written and verbal communication, the ability to both lead and follow, and an ability to work with a wide variety of staff. Manages and directs work of third parties and internal staff on tactical delivery and execution of change management work. Mentors and trains others in the principles of change management and supports the growth of change management competencies within Amtrak Departments. Reports directly to the Director, Project Management within the CFO organization. This is a supervisory position.

Essential Functions

  • Bias towards action and results. Driven to succeed and deliver impact. Ability to prioritize multiple objectives and priorities within tight deadlines.
  • Part of the project management team on transformational programs in Finance with accountability for organizational alignment and employee readiness to adopt and embrace new processes and/or technology.
  • Introduces and promotes evidence-based change management practices to the organization and incorporates their execution within integrated project plans.
  • Responsible for assessing stakeholder change management needs, developing artifacts to catalog adoption risks and corrective action plans to close readiness gaps, and enabling a structured transition from one technology or business process to another.
  • Responsible for crafting effective strategies for leading and delivering change management work, including stakeholder management, sponsorship and communications plans, training, change impact analysis, change readiness assessments, resistance management, change leadership, and cultural alignment.
  • Collaborates with senior leaders and staff to identify and develop change champions and transition leads.
  • Responsible for reporting on project change management activities to the project and program leadership, including critical success factors. 
  • Executes action plans to proactively manage anticipated organizational resistance to change and remove obstacles to adoption.
  • Coaches leadership and frontline managers on active and visible sponsorship, and drives an understanding of sponsorship’s importance to effect change.
  • Continuously updates knowledge with industry leading practices on organizational change management and organizational effectiveness.
  • Influences and advise executives on organizational change management and organizational effectiveness issues. · Creates and nurtures a trusted advisor relationship with leaders.
  • Develops and delivers engaging, informative, well-organized change management presentations to executive leaders, program teams and affected employees, from C-Suite to frontlines.
  • Ability to interact with and relate to all levels of the organization. Exemplifies a collaborative and collegial style.
  • Must command the respect of fellow colleagues and possess absolute integrity.

Minimum Qualifications

  • Bachelor's Degree in Business, Organizational Behavior, Industrial Engineering, Communications, Psychology, English, Liberal Arts, or equivalent experience

  • 9+ years professional business/organizational experience including 5+ years of Organizational Change Management leadership experience and 5+ years of IT project delivery experience.

  • Experience as a project manager or workstream lead responsible accountable for on-time, on-budget delivery.

  • Excellent analytical, problem solving, organizational, communication and interpersonal skills.

  • Expert knowledge of organizational change management methodologies, best practices, tools and techniques.

  • Knowledge and experience with Software Development Lifecycle (SDLC) on Waterfall and/or Agile software development approaches and applying change management best practices with these IT development methodologies.

  • Knowledge of Continuous Improvement methods (Lean, Six Sigma, Kaizen).

  • Experience creating a project-level Change Management strategy.

  • Experience creating a project-level Resistance Management plan.

  • Experience identifying change impacts on technology projects.

  • Experience creating and delivering executing communications.

Preferred Qualifications

  • 11 years of relevant work experience.
  • Prosci Change Management Practitioner certification.
  • Project management certification (e.g. PMP).
  • 5 years of consulting and/or internal OCM delivery experience.
  • Continuous Improvement or Business Analysis certification (Lean Six Sigma, Agile).
  • Experience managing change on large transformational programs.
  • Experience managing a team of change management practitioners.
  • Experience SAP S4 Hana.

Knowledge, Skills, and Abilities

  • Proven experience in leading organizational change initiatives, including stakeholder engagement, sponsorship, communication planning, and training assessment.
  • Ability to provide strategic direction and leadership on transformational programs, ensuring alignment with organizational goals and objectives.
  • Strong project management skills with the ability to manage complex projects, including planning, execution, and monitoring of change management activities.
  • Excellent verbal and written communication skills, with the ability to articulate complex ideas and influence stakeholders at all levels of the organization.
  • Demonstrated ability to build and maintain effective relationships with senior leaders, change champions, and cross-functional teams to drive change initiatives forward.
  • Strong analytical and problem-solving skills to assess change impacts, identify risks, and develop mitigation strategies.
  • Ability to thrive in a dynamic and fast-paced environment, adapting quickly to changes and overcoming obstacles to achieve project goals.
  • Knowledge of organizational development principles and practices, including organizational design, culture change, and workforce planning.
  • Experience in coaching and mentoring leaders and teams on change management best practices and active sponsorship.
  • Commitment to delivering high-quality results on time and within budget, with a focus on continuous improvement and achieving measurable outcomes in change initiatives.

The salary/hourly range is $135,800.00 – $176,040.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
