SUMMARY OF DUTIES:

The Sr Program Dir works closely with the AVP, Major Programs ICT to provide strategic direction and leadership of projects within the $4B Airo program. This role includes regularly interfacing with the Federal Railroad Administration (FRA) to finalize and drive project implementation activities, managing the dedicated planning and execution of this fleet replacement program. This role will specifically lead workstream integration for trainset delivery, commissioning, and launch (e.g workforce readiness, commercialization, operations activation, etc.), program planning, risk management, quality management, and requirements and document management. This role will also lead the procurement and implementation of Airo options orders.

 

The Airo program is a mega-complexity program. Implementation has substantial risks associated with scope and schedule complexity, organizational and resource complexity, and stakeholder engagement and coordination. Program components include acquisition of the trainsets, including testing and commissioning; installation of all digital technology components on the equipment; internal and external communications; commercialization; training and all other functions required to get the trainsets into service. Individuals in this role work independently with some direct executive supervision and have both direct reports and matrixed subordinate team members. The role requires regular interactions and ability to leverage expertise across Capital Delivery, Service Delivery & Operations, Finance, Procurement, Safety, Law, and other Amtrak departments to advance the program.

 


ESSENTIAL FUNCTIONS:

  • Lead multiple project teams and assets to ensure timely and cost-effective sequencing and execution of critical path milestones across inter-dependent projects.
  • Lead and direct Amtrak personnel and contractors in their execution of responsibilities related to workstream integration, planning, risk and quality management and requirements and document management for the Airo program. Maintain close interfaces with other interdependent strategic initiatives in close alignment with company’s operating plans.
  • Collaborate closely with internal and external stakeholders to maintain necessary communication, engage resources as needed and facilitate swift resolution of issues. Identify, document and elevate cross-organizational and vendor-driven dependencies, and work with executives and peers across the organization and other external parties as appropriate.
  • Lead and develop talent through effective performance management, talent evaluation, and recruitment. Establish succession plans.
  • Identify and evaluate the risks associated with program execution and work across the organization to establish and drive mitigation plans.
  • Lead development of required program management artifacts to enable program business continuity processes in accordance with Amtrak Project Management standards and applicable regulations.
  • Identify efficiencies and present recommended improvement opportunities at various levels of management. · Provide regular status reports and conduct presentations to stakeholders and senior management.
  • Build strong relationships within Amtrak to understand business challenges and opportunities.

 


MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in Business, Engineering or related field with a minimum of 15 years of relevant work experience or any equivalent combination of education and experience.
  • Relevant, demonstrated progressive management experience, preferably in the railway transportation industry.
  • Demonstrated structured approach to Project and Program Management and successful past delivery of large, complex projects and programs.
  • Demonstrated experience managing a team, with the ability to influence and motivate others within and outside the team.
  • Strong leadership, decision-making, and team-building skills. · Excellent analytical, mathematical, and creative problem-solving skills.
  • Excellent listening, interpersonal, written, and oral communication skills.
  • Logical and efficient, with keen attention to detail.
  • Ability to effectively prioritize and execute tasks while under pressure.
  • Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project),
  • Must have work authorization in the United States.

 


MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES:

  • Project Management Professional (PMP) certification
  • Experience managing large, complex programs in the rail transporation industry
  • Experience working in an active railyard enviornement. 
  • Demonstrated knowledge of applicable rail industry and state and/or federal regulatory requirements, including but not limited to FRA, EPA, OSHA, etc. 


COMMUNICATIONS AND INTERPERSONAL SKILLS: 

Must have excellent oral and written communication skills.

 

The salary/hourly range is $187,500-$242,892. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
