SUMMARY OF DUTIES:

 

Under the direction of the Director Portfolio Management, the Senior Program Manager is responsible for delivery of large-scale moderate to high-risk programs, with multimillion dollar cost impacts and multi-year delivery schedule on behalf of Amtrak for the ongoing improvement and future redevelopment of Washington Union Station (WAS).  This role will lead programs that are specific to infrastructure improvements at WAS as part of the overall WAS 2nd Century Master Plan which involves complex multi-party projects among internal and external partners to implement strategic near- and long-term station improvements.    

The Senior Program Manager is responsible for oversight and successful completion of all phases of a project life cycle, including preliminary design studies, design development, construction design documentation, construction delivery method evaluation, pre-construction, construction, post-construction, testing and commissioning. The position is also responsible for inter-department coordination for specific programs and also with other major station initiatives.   The role requires regular analytical and metrics-based reporting to other staff, Executive Committee, and stakeholders, managing consultants, and coordinating with other departments. 


ESSENTIAL FUNCTIONS:

 

• Lead and direct Amtrak personnel and contractors in their execution of responsibilities related to planning, design and construction of near-term infrastructure projects at WAS.
• Manage the activities and workload of project managers supporting the programs 
• Mentor and instruct project managers on project management best practices 
• Oversee the management of multiple project teams, vendors and assets to ensure timely and cost-effective sequencing and execution of critical path milestones across several inter-dependent projects.
• Plan the delivery of overall projects and its activities in accordance with the mission and the goals of Amtrak. Manage the overall execution of the programs to ensure strict adherence to budget, schedule, and scope. Monitor and track program milestones and deliverables while ensuring high quality standards.
• Oversee the preparation of interrelated project cost estimates and schedules with suggested phasing necessary to achieve the goals of the program
• Collaborate closely with internal and external stakeholders to maintain necessary communication, engage resources as needed and facilitate swift resolution of issues. Amtrak and external parties include: Engineering, Mechanical, Transportation, and Finance; local and state agencies; FRA; Union Station Redevelopment Corporation; Union Station Investco; freight and commuter railroads. For external stakeholder, the Senior Program Manager will also need to address their interests and concerns to the mutual satisfaction of Amtrak and external party. 
• Provide regular status reports and conduct presentations to stakeholders and senior management
• Plan and manage multiple work efforts and coordinate multiple project scopes and schedules for a wide variety of transportation and railroad related design and construction projects.
• Identify, document and elevate cross-organizational and vendor-driven dependencies, and work with executives and peers across the organization to develop and implement appropriate dependency management processes
• Identify and manage assessment of major changes to scope, schedule and budget through the appropriate Program and Enterprise governance approval mechanisms
• Work with senior leaders to contribute relevant data to support annual planning activities and sequence new working through the appropriate controls mechanisms
• Ensure that program financial performance and forecasting information is available and reportable for senior executives and government regulators  
• Identify and evaluate the risks associated with program execution and work across organization to establish and monitor mitigation plans
• Build strong relationships within Amtrak to understand the business challenges and opportunities.
• Identify, manage and mitigate inter-project and cross-organizational dependencies and risks by developing and implementing strategic goals and objectives and facilitating appropriate executive escalation and decision support processes.
• Develop, track and forecast annual budgets and operating plans to support the program
• Provide performance reports and other relevant analytics on the program stakeholders
• Monitor and approve all budgeted program expenditures
• Ensure program adherence to the Amtrak Project Management methods and governance standards

 

MINIMUM QUALIFICATIONS:


• Minimum 7 years relevant work experience with Bachelor’s degree focused on planning, architecture, engineering or a related field; or an equivalent combination of education, training and/or experience. 
• Strong project and program management skills
• Superb communication and stakeholder management skills with focus on collaboration, team building, and customer service
• Demonstrated managerial experience with 3rd party architectural, engineering, and/or construction consultants
• Facilitate governance, project reviews, steering and other project related meetings
• Demonstrated experience managing large programs or simultaneously managing multiple projects using appropriate administrative tools and controls. 
• Demonstrated ability to build consensus among internal and external stakeholders with diverse interests, including stakeholders in both public and private sectors. 
• Demonstrated ability to develop capital improvement plan documentation.
• Experience using Microsoft Teams, Microsoft Outlook and Office (Word, Excel, PowerPoint, MS Project)
• PMP certification (Must be willing to obtain within 12 months of date of hire)
• Must have work authorization in the United States. 

 

PREFERRED QUALIFICATIONS:

 

• Graduate degree
• Professional registration or certification as an Engineer (PE) or Architect (AIA) 
• Experience with large-scale transportation projects, including multi-year and more than $10 million in project value.
