SUMMARY OF DUTIES:
Amtrak’s Senior Director, Frederick Douglass Tunnel Program Rail Systems will function as an overall manager of the systems design, construction, integration and activation coordinator for the FDT program. The Frederick Douglass Tunnel (FDT) (B&P Tunnel Replacement) Program  will modernize and transform a ten-mile section of the Northeast Corridor. It includes two new high-capacity tubes for electrified passenger trains, new roadway and railroad bridges, new rail systems and track, and a new ADA-accessible West Baltimore MARC station.

 

This position requires the ability to oversee the various systems delivery teams and to collaborate with stakeholders and project partners. The Senior Director will need to build consensus, identify, manage, and control change, as well as support the development of the design and procurement of contract documents, fit-for-purpose construction documents, and audit work for quality assurance. The role requires continual monitoring and progressing of multiple aspects of on-going design and construction efforts. This role will be also crucial to establish and implement an effective "Requirements Management Plan" in tandem with a thorough V&V (Verification and Validation) process that goes along with the change and configuration management process.

 

This position will be responsible for coordinating and leading cross-functional teams, managing budgets, and ensuring that projects are completed on time and within budget by fostering a collaborative and inclusive team culture, promoting effective communication and cooperation. The role includes three main areas of responsibility:
1) Managing overall design and the construction interfaces for the entire program, encompassing work by the designer, Amtrak Engineering Services, Amtrak force account construction, multiple large CMAR construction contracts, utilities, and smaller construction contracts.
2) Managing the fit out inside the new FDT tunnels, and all aspects of the three Ventilation Facilities structures and fit out.

3) Managing overall systems integration and activation for the entire program.  

 

ESSENTIAL FUNCTIONS:
• Manage design and construction interfaces with the rail systems work. • Manage overall systems integration and activation. This is achieved through the implementation of an effective "Requirements Management Plan" in tandem with a thorough V&V (Verification and Validation) process.
• Manage the technical and operational integration of the program elements throughout the program delivery stages with particular focus on interfaces, safety certification, testing and commissioning.
• Oversee and provide direction as the design progresses to Amtrak’s third-party design consultant. 
• Oversee the development and management of comprehensive project plans for rail systems initiatives, including signaling, train control, communications, track, ventilation, and other relevant systems.
• Monitor and control project scope, schedule, and budget to ensure successful project delivery.
• Ensure compliance with Amtrak standards and guidelines and all applicable federal/state/regional regulatory agencies requirements. 
• Coordinate with internal Amtrak Subject Matter Experts (SMEs) to obtain direction and technical solutions to design related questions so that design efforts can continue without delay.
• Engage with internal and external stakeholders (including customer service, operations, planning, real estate, engineering, transportation, local and state agencies, FRA, and other partners as required) to determine project needs and priorities. 
• Manage and monitor the internal stakeholder review process. Manage expectations of competing stakeholders in a matrix organization. Ensure alignment with project scope and limitations. 
• Collaborate with external vendors and suppliers to source necessary equipment and technologies.
• Collaborate in the development of the systems package procurement documents and in the procurement process.
• Evaluate vendor performance and negotiate contracts to ensure value for money.
• Identify and assess potential risks associated with rail systems projects.
• Develop and implement risk mitigation strategies to minimize project disruptions.
• Proactively address issues and challenges to keep projects on track.
• Analyze change orders, cost estimates, and invoices; prepare backup justification for submission to Procurement or for negotiations with contractor and/or design consultants. 
• Review contractor and vendor invoices for approval. Processes same ensuring accuracy and timeliness. 
• Evaluate value engineering concepts, sequencing plans, schedules, cost estimates and other items required to successfully complete the project design.
• Provide regular status reports and present progress to senior leadership.
• Provide guidance and support to team members to ensure project success.

 

MINIMUM QUALIFICATIONS:
• Bachelor’s degree with a minimum of 13 years of relevant work experience or any equivalent combination of education and experience • Mastery knowledge of competitive procurement processes and regulations
• Highly motivated and self-directed
• Mastery with independent judgment and make solid business decisions within scope of the program
• Excellent analytical, mathematical, and creative problem-solving skills.
• Excellent listening, interpersonal, written, and oral communication skills.
• Logical and efficient, with keen attention to detail.
• Ability to effectively prioritize and execute tasks while under pressure.
• Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project),

 

MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:
• Theories, principles, and practices of passenger railroad systems design, construction, operations, maintenance, safety, accident prevention, and emergency response. • Principles of supervision, training and performance evaluation. Identify talented managers and advocating for their future development. Motivate and support people across the organization to work collectively as a cohesive whole to produce superior results.
• Conduct meetings and interviews, interpersonal communications, time management, conflict resolution, and to conduct formal investigations. Present and discuss programs and projects status with 3rd parties, Amtrak senior management, and Amtrak Board of Directors. 
• Facilitate and encourage objective analyses of alternative points of view and to articulate the strengths and weaknesses of various business options in order to reach an informed decision. 

 

PREFERRED QUALIFICATIONS:
• Graduate degree • Public/private partnership or joint venture experience
• Infrastructure construction program management
• Experience managing programs in the transportation industry environment, with an emphasis in systems integration
• PMP Certification in good standing Preferred

• Ability to work under pressure.

PAY TRANSPARENCY:

 

The salary/hourly range is $187,500-$242,892. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
