SUMMARY OF DUTIES:
Amtrak’s Airo Fleet Program is a once-in-a-generation opportunity to redefine U.S. intercity passenger rail travel through the replacement of passenger equipment, including designing and building associated facility upgrades and modifying maintenance and operating practices with state-of-the-art rolling stock solutions. The Fleet Programs are already underway and have ambitious schedules that must be achieved to ensure fleet reliability and the creation of new capacity to expand service nationwide, both of which will ultimately enhance customer satisfaction. The Fleet Program is part of Amtrak’s Capital Delivery organization. The Senior Project Manager is responsible for managing moderate to high complexity projects, workstreams and components within a larger program. This role supports multiple areas critical to the Airo program and individuals in this role will use advanced knowledge of project management processes and controls to accomplish project objectives by planning and evaluating project activities with some direct supervision under a Program Manager, Director, Senior Director, or AVP. The role requires regular analytical and metrics-based reporting to staff, senior leadership, and other stakeholders.
ESSENTIAL FUNCTIONS:
· Coordinate multiple subject matter experts, departments, vendors, and assets to ensure timely and cost-effective execution of major scope milestones.
· Establish collaborative partnership among stakeholders to enable scoping, financial and resource decisions.
· Prepare and manage communication protocols and coordination with internal and external stakeholders.
· Ensure all workforce programs comply with relevant regulations, standards, and best practices.
· Build strong relationships within Amtrak to understand the business challenges and opportunities; identify efficiencies and present recommended improvement opportunities at various levels of management.
· Coordinate with program and project managers and other project team members on the development of deliverables required for compliance with grant requirements, internal policies, and regulatory requirements.
· Identify, document and spear-head evaluation of changes based on cost, schedule, risk, and scope impacts as well as cross-functional dependencies. Ensure appropriate packaging of relevant information to support appropriate project change and governance decision processes.
· Identify efficiencies and present recommended improvement opportunities at various levels of management.
· Successfully establish and maintain effective relationships with internal and external resources and key project stakeholders.
· Provide performance reports to program stakeholders and senior leadership; provide input for reporting (e.g., to the Board of Directors, FRA, etc.).
· Develop and maintain required project management artifacts in accordance with Amtrak Project Management standards and applicable regulations.
· Other duties as assigned.
MINIMUM QUALIFICATIONS:
· Bachelor’s degree required or equivalent combination of training, education and relevant work experience may be considered in lieu of a degree.
· 6 years of relevant experience required.
· Demonstrated compliance and controls skills.
· Strong focus on collaboration, team building, and customer service.
· Effectiveness working diplomatically across teams with varying objectives.
· Strong oral and written communication skills across all levels.
· Ability to organize and present project portfolio reports, proposals, and other related portfolio information.
· Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project).
· Must have work authorization in the United States.
PREFERRED QUALIFICATIONS:
· Bachelor’s degree in Business Administration, Project Management, Engineering, or a closely related field
· 8 years of experience in project controls and/or project management preferred.
· Experience in a fast-paced, matrixed organization.
· Certified Project Management Professional (PMP).
· Grant management experience.
· Experience with workforce planning or training industry background.
· Familiar with budgeting and scheduling processes.
· Transportation industry background.
WORK ENVIRONMENT:
· Office building environment. Location: Washington, DC; Philadelphia, PA; or New York City, NY
· Work Arrangement: Onsite 4/5 Days
· ‘Work in cubicle setting; stand, sit, bend, twist, use file drawers.
· Sit at computer to complete assignments, projects, and majority of tasks.
· Ability to work under pressure.
· Occasional travel as needed.

Must have excellent oral and written communication skills.
The salary/hourly range is $94,300-$122,256 Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
