Job Summary

The Senior Project Manager is responsible for managing complex projects and project planning workstreams within Amtrak’s Planning and State Partnerships department. As a member of the Northeast Corridor (NEC) Planning and Development team, this position will lead Amtrak planning and early project development activities on a portfolio of capital projects to improve speed, reliability, and capacity on the NEC. The position requires strong management, organization, and communication skills, as well as experience with reporting, issues tracking, and stakeholder coordination. It entails working closely with interdepartmental teams across the organization, internal and external stakeholders, and senior management to create, plan, and develop some of Amtrak’s most important Northeast Corridor performance improvement projects.  The successful candidate can work with the hiring manager on the job location.  This position has potential flexibility for the reporting location to be Amtrak’s Washington, Philadelphia, or New York office locations.

 

Essential Functions

Assist project managers in addressing third-party issues during the project planning and development phase of capital improvement projects.

When unavoidable, facilitate the consent process with third-party entities (municipal authorities and privateproperty owners) to discuss design proposals and address any related issues.

Prepare and transmit consent packages to various third parties, ensuring follow-up during the review processuntil consent is obtained.

Coordinate multiple departments, vendors, and assets to execute major scope milestones efficiently.

Develop and manage scopes of work, milestones, budgets, project artifacts (reports), and project updates.

Minimum Qualifications

  • Bachelor’s Degree or equivalent combination of education, training and/or relevant experience. 
  • Plus 6 years of relevant work experience.

Preferred Qualifications

Experience with transportation planning, alternatives analysis, and/or project development

Experience with Amtrak and/or the passenger rail industry

Experience with management and coordination activities on large transportation projects

Project Management Professional (PMP) certification (or ability to obtain it within 12 months)

Experience with Microsoft Copilot and Power BI

Knowledge, Skills, and Abilities

Strong project management skills with prior experience managing complex cross-functional planning and development projects in a highly matrixed environment

Strong written and oral communication skills with ability to present complex information and respond to complex needs of a large and visible project or program

Ability to network with internal and external stakeholders, and leverage relationships to resolve complex project issues

Effectiveness working diplomatically across teams with varying objectives

Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project)

The salary/hourly range is $94,300.00 – $122,256.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
