SUMMARY OF DUTIES
•    Participation in the execution of Amtrak’s Enterprise Risk Management (ERM) program.
•    Participation in audit liaison activities between the Amtrak Office of the Inspector General (OIG), other external examination/audit authorities and management.
•    Providing regular updates to internal and external parties on the status of various risk and controls related activities and results. 

 

ESSENTIAL FUNCTIONS
•    Execution of the ERM program including the annual enterprise risk assessment; identification and documentation of risks, potential risk events and risk response strategies (i.e. internal controls, business initiatives, key risk indicators, etc.)
•    Execution of the ERM program also includes the development of test plans, assessing the effectiveness of risk responses strategies/internal controls, and documenting and reporting of results.
•    Participate in the execution of the fraud risk management program including the annual risk assessment, identification of fraud monitoring and mitigating controls, assessment of the effectiveness of controls, reporting of results, recommendations to improve controls, and on-going monitoring of the fraud control environment.
•    Assist in the continued development and maturation of the ERM and fraud risk programs, including documenting risk management processes and enhancing reporting capabilities. Identify opportunities to enhance the processes, tools and systems used in the ERM and fraud risk programs.
•    Facilitate and participate in ad-hoc meetings to discuss and address issues related to enterprise risks, fraud risks, and internal controls.
•    Assist in audit liaison activities including entrance and exit meetings, managing the audit response process and reporting on the status of related corrective action plans.
•    Collaborate and assist management in developing appropriate corrective action plans in response to recommendations from the OIG and other authorities.
•    Perform follow up activities in order to update and report on the status of corrective action plans to senior management and the Board of Directors.
•    Participate in special projects as needed, i.e. compliance and internal control testing.
•    Prioritize various ad-hoc requests from internal and external parties and ensure the delivery of accurate and timely responses.
•    Maintain effective working relationships with business partners and senior management.
•    Periodically review and update, as necessary, Amtrak policies maintained by the Risk and Controls team, i.e. Enterprise Risk Management and Corrective Action policy.

 

MINIMUM QUALIFICATIONS
•    Bachelor’s degree in a business or finance related field.
•    At least 9 years of external or internal experience in audit, compliance or risk management.
•    Certified Public Accountant, Certified Internal Auditor or equivalent certifications.
•    Knowledge of COSO, COBIT or other internal control or risk frameworks.
•    Experience with a risk-based audit approach.
•    Demonstrated ability to have a positive interaction with management and work across departmental lines at various levels.
•    Strong organizational and analytical skills.
•    Ability to manage multiple priorities in an organized fashion with attention to details.
•    Demonstrated ability to effectively manage complex or multi-functional projects.
 

PREFERRED QUALIFICATIONS
•    Experience in the transportation or a customer facing industry.

•    11 years of relevant experience
•    Ability to effectively interact with regulatory or oversight agencies.
•    Familiarity with risk management and control best practices (i.e. “three lines of defense” model).
•    SOX or internal audit experience.

 

COMMUNICATIONS AND INTERPERSONAL SKILLS: 
Must have excellent written and oral communication skills.
