The Project Controls Manager is responsible for developing, using and improving existing enterprise tools, systems and work processes to drive effective management control and reporting on cost, schedule and progress measurement for a high complexity project or a moderate complexity program. Individuals in this role may act as a Scheduler and develop project dashboards, cost and resource performance reports, change logs and risk registers in close collaboration with assigned Senior Level Practitioner, PMO Leader and other team members. Project Controls Managers work under indirect supervision of a senior level Controls Practitioner or PMO Director, and may lead a project or program level controls team consisting of direct and matrixed subordinate controls practitioners. 



  • Work with Project/Program Leadership and Controls teams to develop integrated master schedule, master risk register and project budget baseline using standard tools. 
  • Collect ongoing performance data such as installed quantities, expended labor and other progress measurement data.  
  • Track potential changes, ensuring estimates of cost and schedule changes are given visibility with the executive sponsor.  
  • Integrate cost and schedule data as well as information for vendors and external entities to facilitate schedule and budget performance reporting.  
  • Develop reporting mechanisms, dashboards and presentations about project performance indicators and feed this data to ensure a cohesive picture of the program and/or portfolio. 
  • Assist junior team members with ongoing schedule and log maintenance and conducts baseline reviews of project schedules in accordance with Amtrak standards. 
  • Drives evaluation and impact assessment of identified project risks to enable project team with applicable data for development of risk mitigation plans and contingencies. 
  • Develops and maintains automated project controls tools and workflows. 
  • Partners closely with business partners to assess new and ongoing projects to determine readiness for governance stage gates.  
  • Monitors actuals and works with other peers to review forecasting against budgets. 
  • Supports Executive status review meetings, Governance and Change Control Boards. 
  • Manages Controls data via EPPM, SharePoint or any other approved EPMO systems and tools 
  • Adheres to Amtrak Enterprise Project Management methodology. 




  • Demonstrated project controls, schedule skills (schedule management, schedule reporting) & financial skills (budget management, financial reporting) 
  • Strong project management skills 
  • Strong focus on collaboration, team building, and customer service 
  • Effectiveness working diplomatically across teams with varying objectives. 
  • Strong oral and written communication skills across all levels 
  • Ability to organize and present project portfolio reports, proposals, and other related portfolio information 
  • Experienced SharePoint, MSPS, Power BI/Access and Primavera user 
  • Minimum 7 years of relevant work experience with a Bachelor’s degree or any equivalent combination of education and work experience  
  • PMP in good standing 
  • Must have work authorization in the United States. 



  • Knowledge of contracts and contract administration including its assessment and implementation at each phase of the project.  
  • PMI-SP, PMI-RMP, CCP or PSP certification 
  • Six Sigma Green Belt 
  • Transportation Industry background 



Must have excellent oral and written communication skills.



The salary/hourly range is $110,500 - $143,200 for the Project Controls Mgr . Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
