SUMMARY OF DUTIES:
The Superintendent of Outlying Inspection Points is responsible for the general oversite and contract administration of 30 Amtrak locations where mechanical work is completed by a mechanical contractor. This position is responsible forleadership in establishing a day-to-day relationship with the service providers who perform mechanical activities whichinclude repair of Bad Order locomotives and cars throughout the United States and assisting in any mechanicalrequirements for en-route train service.

 


ESSENTIAL FUNCTIONS:

  • Will serve as Contracting Officer Technical Representative over the National Service Agreement.
  • Direct oversight of the multi-million-dollar contract for mechanical service.
  • Generates and analyzes results against key performance goals, operating ratios and production schedules, as wellas other data to assess performance results, operating results, and production schedules.
  • Consults and collaborates with all operating areas and the Equipment Engineering Department to ensure equipmentand facilities are properly maintained.
  • Develops, implements and maintains an ongoing communication plan for the facility operations to enhance enduser’s awareness and functionality concerning technical specifications, equipment maintenance policies andprocedures, safety issues, material issues, mechanical issues, etc.
  • Perform as the liaison between RSE, Contractors, Process Engineering, Quality Assurance, and local managementto ensure information is properly distributed to the mechanical service provider.
  • Tracks and monitors availability and reliability metrics promptly evaluates problem areas and recommends solutionsto the mechanical service provider.
  • Provides oversight and direction on Food and Drug Administration regulatory policies and the associated internalequipment cleaning standards established by Amtrak’s Mechanical and Public Health Departments.
  • Participates with Public Health inspectors relating to equipment standards and monitor performance results for futuremaintenance initiatives.
  • Participates with Environmental inspectors relating to equipment standards and monitors performance results forfuture maintenance initiatives.
  • Direct overside of monthly billing
  • Direct oversight for equipment inspection, maintenance, modification, enhancement, and repair programs andprovide diagnostic and troubleshooting expertise to increase equipment availability and reliability.
  • Provide input and make recommendations to the service provider for equipment maintenance and inspection.
  • Performs ad hoc analysis to improve material consumption, accountability, and reporting. Collaborates with variousdepartments to enhance production and efficiency.
  • Promotes an atmosphere of strategic and creative thinking to achieve Amtrak's goals to ensure equipment needs are met at the Maintenance Facilities.
  • Demonstrated management experience in a railroad environment with significant experience with equipment maintenance, overhaul programs and contract administration.

 

 

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in engineering or related field or equivalent combination of training, education and relevant experience may be considered in lieu of a degree.
  • Demonstrated experience developing and managing mechanical contracts.
  • Demonstrated engineering experience working on machinery in an industrial, marine, railroad, or plant environment.
  • Demonstrated leadership/management experience.
  • Demonstrated knowledge and experience related to safety program methodology and its application.

  • Solid leadership and decision-making skills.
  • Demonstrated problem-solving and analytical skills.
  • Proficient oral and written communication skills in combination to administer effective presentations.
  • Ability to effectively interface with all levels of management including executives providing analysis results and suggestions for change.
  • PC skills including word processing, spreadsheets and presentation software.
  • Extensive knowledge of Mechanical and Train Operations.
  • Ability to learn new tasks (both complex and routine) in a fast paced environment with frequently changing priorities.
  • Excellent written/oral communication skills.
  • Flexibility to work extended hours if required.
  • Demonstrated data management and analytical experience.
  • Demonstrated experience managing complex programs in a high-paced operating environment.
  • Knowledge of accepted industry quality standards and regulatory requirements.

 

 

PREFERRED QUALIFICATIONS:

  • 9 or more years of experience preferred
  • Knowledge of contract administration and oversight.
  • Knowledge of FRA, FDA, AAR, ADA, EPA, and OSHA Standards and Regulations.
  • Knowledgeable in railway and rail transit rolling stock. .
  • Demonstrated experience and/or working knowledge of the contractual aspect of equipment maintenance.

 

 

WORK ENVIRONMENT:
Physical Demands:

  • Constantly or frequently uses a computer keyboard, monitor and mouse to perform a variety of tasks.
  • Constantly or frequently sits, stands, walks, and may lift, carry, push, or pull objects of various weights; may reach, kneel, crouch, bend, or twist in order to perform administrative tasks (e.g., filing, retrieving materials from desks and bookcases, moving around an office setting).
  • Will be in the field subject to walking on uneven surfaces, climbing over obstacles, and working in tunnels and restricted spaces during the course of investigations.
  • Will be in the field working around maintenance facilities and rail yards during the course of investigations and remediation implementation.
  • Will be working around, under, and in various types of passenger cars and locomotives.

  • Constantly communicates, comprehends, and responds to verbal statements and instructions, both orally and inwriting.
  • Frequently acquires new knowledge, skills, and tasks, both complex and simple, in order to maintain effectiveness inposition.

  • Frequently reads and analyzes hard copy and or computer screen material and writes reports as appropriate.

Working Conditions:

  • Constantly works long hours as required; works extended hours and is required to be on-call and available on anemergency basis.
  • Constantly works in a fast-paced, time-sensitive environment with frequently changing priorities.
  • Frequently works in crisis situations requiring fast, long-reaching decisions based on incomplete information/data.
  • Frequently works inside a climate-controlled environment but will occasionally work outdoors and be subject toadverse weather conditions and fumes or airborne particles.
  • Frequently handles multiple projects simultaneously.
  • Frequently or occasionally subject to travel throughout and outside the region as required (e.g., via airplane, train,automobile).
  • Occasionally requires working on ladders, with moving vehicles, and with machinery.
  • Will be required to bend, stoop, or crouch in order to fulfill job duties.

The target salary for this position is $152,000.00. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary.
