Job Summary

This position has oversight of MARC Commuter Operations T&E to ensure safe and efficient operations The position has direct oversight responsibility, supports and manages all departments within the commuter district and ensures they are aligned around the strategic objectives and plans for operations and adherence to Amtrak and the commuter agency policies and procedures, with focus on evaluating the effectiveness of the service delivery, organizational structure, staffing, and other internal operations.

Identifies opportunities for improvement; establishes effective communications; development and monitoring of the budget; and responds to requests for information from local, state and federal agencies as associated with Amtrak and commuter operation agreement, policies and procedure. Is a direct liaison between Amtrak and the agency and advises, directs and consults with the agencies senior department managers and other appropriate staff to identify and resolve problems or conflicts, defines areas for enhancements, cross-functional efficiencies and improvement, and identify approaches and plans to meet/exceed objectives.

Coordinates with, supports, and provides information to agency executives and management staff, city/county staff and officials, outside agencies, consultants and vendors, and special interest groups (as appropriate); prepares correspondence and supporting documentation (reports, presentations, etc.) as required and performs related duties as assigned.

Essential Functions

• Responsible for day-to-day oversight, management and leadership of the entire commuter operation.

• Make operating decisions on behalf of Amtrak and has signing authority subject to Amtrak procedures.

• Oversee and ensure the execution of safe and on-time performance of trains operating in and through the commuter district.

• Oversees the supervision of trains, dispatch, customer service, and operations,

• Ensures efficiency test goals are met by observing and communicating with transportation and dispatch management to ensure compliance with accepted operating rules and procedures.

• Ensure consistent delivery of high-quality service that meets or exceeds passenger expectations.

• Advanced leadership and management skills with a proven ability to motivate others.

• Working knowledge of the CFR 49 transportation code.

• Responsible for the development and implementation of the department’s safety plans, with specific goals and objectives to reduce injuries.

Minimum Qualifications

  • Bachelor’s Degree required or equivalent combination of education, training and/or relevant experience may be considered in lieu of a degree
  • 11 years of relevant work experience required
  • Extensive leadership, customer service, and financial management experience in a railroad operating environment (preferably passenger train and engine or terminal services operations.) 
  • Significant experience with train and engine operations.
  • Experience and familiarity with commuter and freight operating agreements.
  • Experience negotiating, implementing and/or administering contracts and agreements with local agencies, unions, and other departments.
  • Be available twenty-four (24) hours a day, seven (7) days a week, 365 days a year.

Preferred Qualifications

  • Bachelor’s Degree or equivalent combination of education, training and/or relevant experience. 
  • Plus 13 years of relevant work experience.

Knowledge, Skills, and Abilities

  • Strong leadership skills with the ability to motivate and develop teams, resolve conflicts, and drive performance improvements
  • Thorough understanding of railroad operations, safety regulations, and industry best practices
  • Excellent communication skills, both verbal and written, with the ability to interact effectively with employees, stakeholders, and senior management
  • Proficiency in computer applications, including Microsoft Office suite and operational software used in the railroad industry
  • Flexibility to work non-traditional hours, including nights, weekends, and holidays, as required by operational needs

The salary/hourly range is $163,000.00 – $211,140.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
